Bhopal (Adil Khan): मध्य प्रदेश के आदिवासियों और मासूम बच्चों के निवाले पर डाका डालने वाले एक रसूखदार प्रशासनिक सिंडिकेट का ऐसा सनसनीखेज कारनामा सामने आया है जिसने सत्ता के गलियारों से लेकर भोपाल और बैतूल के प्रशासनिक महकमे तक हड़कंप मचा दिया है। बैतूल जिले के एकलव्य आदर्श आवासीय विद्यालय शाहपुर में हुआ यह राशन घोटाला अब केवल स्थानीय स्तर की हेराफेरी नहीं रहा, बल्कि प्रधानमंत्री कार्यालय की सीधी दखल के बाद अब मुख्यमंत्री सचिवालय के लिए सबसे बड़ी अग्निपरीक्षा बन चुका है।

PMO कार्यालय मे शिकायत दर्ज होने के बाद पीएमओ ने मात्र 5 दिनों के भीतर इस पर कड़ा संज्ञान लेते हुए मामला सीधे मध्य प्रदेश के मुख्यमंत्री कार्यालय के डायरेक्टर को सौंप दिया है, जिसके बाद से बंद फाइलों को दोबारा खोलने के लिए विभाग में आंतरिक रूप से कशमकश शुरू हो गई है। यह मामला इसलिए भी बेहद गंभीर और संवेदनशील हो चुका है क्योंकि प्रधानमंत्री नरेंद्र मोदी ने संसद के पटल से लेकर लाल किले की प्राचीर तक देश की जनता से कई बार यह सार्वजनिक वादा किया है कि वे गरीबों के हक के राशन पर किसी भी भ्रष्टाचारी को डकैती नहीं डालने देंगे और 'ना खाऊंगा, ना खाने दूंगा' की नीति के तहत पाई-पाई का हिसाब लेंगे। संसद में खुद प्रधानमंत्री ने हुंकार भरते हुए कहा था कि देश के गरीबों, आदिवासियों और वंचितों के हक की योजनाओं में जो भी बिचौलिया या भ्रष्ट तंत्र रुकावट बनेगा, उसे सीधे जेल की सलाखों के पीछे भेजा जाएगा। प्रधानमंत्री के इसी कड़े संकल्प और वादे को ठेंगा दिखाते हुए बैतूल के स्थानीय अफसरों ने आदिवासियों के बच्चों के निवाले को ही अपना शिकार बना डाला।

इस पूरे प्रकरण की खोज के दौरान हाथ लगे आधिकारिक दस्तावेज गवाही दे रहे हैं कि यह घोटाला एक सोची-समझी आपराधिक साठगांठ का नतीजा था, जिसमें सत्र 2024-25 के दौरान गरीबों और आदिवासियों के लिए आरक्षित सार्वजनिक वितरण प्रणाली यानी पीडीएस दुकान क्रमांक 492 का 19,008 किलोग्राम गेहूं और 4,752 किलोग्राम चावल (जिसका बाजार मूल्य लगभग 7 लाख रुपये) खुले बाजार में डायवर्ट कर दिया गया। इस राशन को किसी वैध नागरिक या राशन कार्ड धारक को बांटने के बजाय सीधे उचित मूल्य दुकान के प्रबंधक द्वारा एकलव्य आदर्श आवासीय विधालय के दोनों छात्रावास अधीक्षकों को पी ओ एस मशीन मे बाकायदा अंगूठा दर्ज करा कर प्रदान किया गया, यहाँ दोनों अधीक्षकों और लेखपाल, प्राचार्य एवं रसोई समिति द्वारा राशन रसोई का ठेका लिए ठेकादर के साथ मिलकर व्यापारिक डाइवर्जन करते हुए अवैध व्यावसायिक लाभ पहुंचाया गया। यहाँ सूत्रों का दावा है की राशन को बैतूल जिले के ही केसिया ग्राम के एक व्यापारी को बेंच दिया गया एवं बच्चों के लिए सड़ा गला व्यापारिक माल छात्रावास मे खपाया गया।

यहाँ जनता को यह जानना जरूरी है कि दिनांक 17/09/2025 को एकलव्य आदर्श आवासीय विधालय शाहपुर मे छात्र -छात्राओं द्वारा संस्था से बाहर निकल कर विरोध करते हुए बैतूल कलेक्टर से मिलने के लिए मार्च कर दिया गया था जिसके बाद जिला प्रशासन की सांस फूल गई थी स्वयं जनजातीय मंत्रालय भारत सरकार और प्रधान मंत्री के खासम खास राज्य मंत्री दुर्गा दास उईके द्वारा उच्च स्तरीय जांच बैठाई गई। इस जांच मे तत्कालीन और जनता के लोकप्रिय कलेक्टर नरेंद्र सूर्यवंशी, जनजातीय कार्य विभाग बैतूल के तत्कालीन सहायक आयुक्त विवेक पांडे, एस डी एम (आईएएस) प्रपंज आर, सहायक आयुक्त कार्यालय के ए डी सुनील कुमार जैन, और विवादित ब्लॉक शिक्षा अधिकारी गुलाब राव बरडे शामिल थे। इन्होंने अपनी जांच रिपोर्ट मे स्पष्ट रूप से ठेकेदार द्वारा राशन दुकान से राशन उठाव को उल्लेखित किया। जो कि भ्रस्टाचार को स्पष्ट प्रदर्शित करता है। और ऐसा नहीं है कि यह सिर्फ एक संस्थान का मामला है छिंदवाड़ा के तमिया मे भी बच्चों ने विरोध किया साथ ही बैतूल जिले के एकलव्य आदर्श आवासीय विधालय भैसदेही मे भी एक नाबालिक आदिवासी बच्ची की भी संदिग्ध मौत सामने आई जिसमे अनुसूचित जनजाति आयोग को बैतूल जिले के वरिष्ट कांग्रेसी नेता रामू टेकाम द्वारा शिकायत की गई थी जिसे भी लालफीताशाही ने अंधेरे मे ढक दिया। हाँलाकी जनजातीय समुदाय से आने वाली महिला भाजपा विधायक (घोड़ाडोंगरी 132) अपने इस क्षेत्र मे चल रही घटनाओं को लेकर लगातार आवाज उठाती रही हैं, और पुलिस एफ आई आर तक के आदेश दे चुकी हैं परंतु उनके ही समुदाय की रक्षा की आवाज को दबा दिया गया !

इससे आदिवासी जनता को क्या समझना होगा कि आपके बच्चे जिन्हे आप केंद्र सरकार के एक प्रतिष्ठित शिक्षा संस्थान के रूप मे देखते हैं वहाँ आपके बच्चों को सड़ागला खाना, फटे गले कपड़े और बिछाने के लिए फटे बिस्तर, टूटे पलंग दिए जाते हैं, जिसका पैसा पेट्रोल, डीजल से लेकर UPI पर आगामी MDR और बढ़ती महंगाई मे गरीबों के टैक्स से बसूला जाता है। यहाँ एक भयानक और दुर्भाग्यपूर्ण घटना और सामने आई थी जिस समय बच्चों ने विरोध किया उसी समय बालिकाओं ने इस शिक्षण संस्थान के प्रबंधन पर गर्भनिरोधक गोलियां खिलाए जाने के भी गंभीर आरोप लगाए थे इन सभी अमानवीय अपराध को एक साल तक जिला प्रशासन और राजनीतिक संरक्षण दबाते रहा ।

इस सिंडिकेट ने सरकारी धन को लूटने के लिए दोहरा वित्तीय गबन किया, जिसमें एक तरफ तो गरीबों के हक का चोरी का सरकारी राशन लगभग मुफ्त दाम पर उठाव करते हुए गबन किया वहीं दूसरी तरफ मेस ठेकेदार ने संस्था के कर्मचारियों के साथ मिलकर खुले बाजार से उच्च गुणवत्ता का खाद्यान्न महंगी दरों पर खरीदने का झूठा दावा पेश कर सरकारी खजाने से प्रति माह लाखों रुपये (लगभग 10 लाख रुपये महिना) का नियम-विरुद्ध व्यावसायिक भुगतान डकार लिया।

इस पूरे खेल में संस्था प्रमुख तत्कालीन प्राचार्य पंकज शरण, लेखपाल बीजेन्द्र शिवहरे, छात्रावास अधीक्षक संपूर्णिमा भागोरिया और अंकित सिंह एवं मेस समिति की संलिप्तता के साथ-साथ विभाग के केंद्रीय सर्वर पर दर्ज संदिग्ध आईडी क्रमांक 91702187 और 91702207 के बायोमेट्रिक अंगूठे के निशान पाए गए हैं, जिन्होंने पीओएस मशीन से चोरी का राशन निकाला।

इस मामले का सबसे गंभीर और चौंकाने वाला पहलू इसका राजनीतिक और प्रशासनिक संरक्षण है, क्योंकि जब छात्रावास के बच्चों ने कीड़े वाले और बदबूदार खाद्यान्न के खिलाफ उग्र विरोध प्रदर्शन किया था, तब मौके पर खुद केंद्रीय राज्य मंत्री दुर्गादास उईके और कलेक्टर बैतूल निरीक्षण करने पहुंचे थे। मौके पर राशन, भोजन में भारी मात्रा में कीड़े पाए जाने के बाद प्रशासन ने नमूने जप्त कर उच्च स्तरीय जांच दल का गठन किया था। कलेक्टर बैतूल की संयुक्त जांच रिपोर्ट ने साफ तौर पर इन गंभीर अनियमितताओं को सही पाया था और दोषियों के खिलाफ कड़ी कार्रवाई प्रस्तावित की थी, लेकिन राजनीतिक रसूख और अफसरों की जुगलबंदी के कारण पूरे एक साल तक स्थानीय स्तर पर कोई पुलिस प्राथमिकी दर्ज नहीं की गई। वर्तमान प्रधानमंत्री को की गई शिकायत मे जब जिला खाद्य अधिकारी कृष्ण कुमार टेकाम से इस संबंध में जवाब मांगा गया तो उन्होंने बेहद गैर-जिम्मेदाराना रुख अपनाते हुए कह दिया कि यह राशन तो जनजातीय कार्य विभाग का है, हमारा काम सिर्फ अलॉट करना था और हमारा काम खत्म हो गया। अफसरों का यह रवैया साफ तौर पर प्रमाणित करता है कि रसूखदार ठेकेदार और भ्रष्ट कर्मचारियों को बचाने के लिए पूरी व्यवस्था ने मिलकर इस मामले को ठंडे बस्ते में डाल दिया था, लेकिन अब मामला दिल्ली दरबार पहुंचने से अफसरों की हवाइयां उड़ी हुई हैं।

कौन है मेस ठेकादर यह भी जनता को जानना जरूरी है, जिस ठेकेदार ने कर्मचारियों के साथ मिलकर इस पूरे प्रकरण को अंजाम दिया है माँ वैष्णो ट्रैडिंग एजेंसी का मालिक आलोक सिंह पूर्व मे भी सत्र 2023-24 मे लगभग 30 लाख के वित्तीय अनियमितताओं मे इसी एकलव्य आदर्श आवासीय विधालय मे शामिल रहा है जिसमे लगभग 7 कर्मचारी निलंबित हुए थे परंतु आज भी एक कर्मचारी वित्तीय अनियमितताओं के दंड स्वरूप (कृष्ण कुमार कटारे) वित्तीय प्रभार पर काबिज है। यह ठेकेदार अपने दोस्तों और परिवार के नाम पर फर्म बना कर 'कार्टलाइजेशन' के जरिए सिर्फ इसी एक संस्था मे लाखों या कहे अब तक इकाई संख्या मे करोड़ का गबन/वित्तीय अनियमितताओं को अंजाम दे चुका है आश्चर्य की बात यह है की दोनों ही बार जिला कलेक्टर नरेंद्र कुमार सूर्यवंशी द्वारा इस भ्रस्टाचार को उजागर किया गया परंतु राजनीतिक संरक्षण के कारण आज तक किसी का बाल भी बाका नहीं किया जा सका। जो की मध्यप्रदेश मे

इस पूरे प्रकरण मे विधालय प्रबंधक द्वारा क्रमांक – लेखा/ईएमआरएस/2026-27/273  दिनांक 19/08/2026 के माध्यम से लिखित मे राशन उठाव से ही मना कर दिया गया है जो की आरोपी कर्मचारियों को बचाने और भ्रस्टाचार को उजागर होने के डर से एक फर्जी दस्तावेज निर्माण की श्रेणी मे आता है जबकि शासकीय उचित मूल्य दुकान शाहपुर ने इस पूरे मामले मे आरटीआई के जरिए प्रदान किए गए दस्तावेजों के जरिए दूध का दूध ओर पानी का पानी कर दिया है। जिला खाद अधिकारी द्वारा अपनी जिम्मेदारियों से पल्ला झड़ना और दोबारा से सहायक आयुक्त कार्यालय मे जांच भेजना स्पष्ट करता है की मामले मे बड़े अधिकारी और राजनीतिक चेहरे भी शामिल हैं। वरना मामला दर्ज होने मे समय नहीं लगता साथ ही सहायक आयुक्त कार्यालय मे इस सिंडिकेट को बचाने वाले की पहचान भी आगे उजागर की जाएगी जो की जीजा साले की रिस्तेदारी निभाने के लिए आपराधिक मामले को विभागीय जांच मे दोबारा से बदलने का प्रयास कर रहा है।

इस पूरे मामले मे काँग्रेस के वरिष्ट नेता पंडित नरेंद्र मिश्रा का कहना है कि: वर्तमान मे सरकार आदिवासियों के नाम पर सिर्फ और सिर्फ राजनीति कर रही है,वर्तमान मे हम पूरे देश मे युवाओं के आंदोलन और विरोध को देख रहे हैं। बहुत ही दुर्भाग्यपूर्ण है हम लगातार इस संस्थान और बैतूल जिले के साथ साथ पूरे मध्य प्रदेश के आदिवासी शिक्षण संस्थानों मे भ्रस्टाचार और बच्चों के शोषण की खबरें और घटनाएं देखते आ रहे हैं। उससे भी ज्यादा दुर्भाग्यपूर्ण परिद्रश्य यह है कि जनजातीय कार्य मंत्रालय के राजमंत्री दुर्गा दास उईके जो की स्वयं बैतूल जिले से आते हैं और जनजातीय समुदाय से हैं, सवाल यह उठता है कि क्या मंत्री के संरक्षण मे यह सभी गंभीर आपराधिक घटनाएं हो रही हैं। चुनाव के समय चूरन बेचने वाले आदिवासियों के बच्चों की रक्षा करने मे असमर्थ हैं।

MP: Organized Robbery of Tribal Rations, Collector’s Report Suppressed for a Year Even After Corruption Was Proven! Bhopal (Adil Khan): A sensational act of corruption by an influential administrative syndicate looting the food of Madhya Pradesh’s tribal people and innocent children has created a massive stir from the corridors of power to the administrative machinery of Bhopal and Betul. This ration scam at the Eklavya Model Residential School, Shahpur, in Betul district is no longer just a localized tampering case; following direct intervention by the Prime Minister's Office (PMO), it has now become the ultimate litmus test for the Chief Minister's Secretariat.

After a complaint was registered in the PMO, the Prime Minister's Office took strict cognizance within a mere 5 days and directly handed over the case to the Director of the Madhya Pradesh Chief Minister's Office, following which internal scrambles have begun within the department to reopen closed files. This case has become extremely serious and sensitive because Prime Minister Narendra Modi has repeatedly made a public promise to the people of the country from the floor of Parliament to the ramparts of the Red Fort that he will not allow any corrupt person to loot the rations meant for the rights of the poor, and will exact accountability for every single penny under the policy of 'Na Khaunga, Na Khane Dunga' (Neither will I take bribes, nor will I let others take them). Thundering in Parliament, the Prime Minister himself had stated that any middleman or corrupt system creating hurdles in the welfare schemes meant for the country's poor, tribals, and deprived sections would be sent straight behind bars. Defying this strict resolve and promise of the Prime Minister, local officials in Betul have made the food of tribal children their target.

Official documents obtained during the investigation of this entire episode testify that this scam was the result of a pre-planned criminal nexus. During the 2024-25 session, 19,008 kilograms of wheat and 4,752 kilograms of rice (with a market value of approximately Rs. 7 lakh) from Public Distribution System (PDS) shop number 492, reserved for the poor and tribals, were diverted into the open market. Instead of distributing this ration to any legitimate citizen or ration card holder, the manager of the fair-price shop directly provided it to both hostel superintendents of the Eklavya Model Residential School by recording thumb impressions on the POS machine. Here, both superintendents, the accountant, the principal, and the mess committee, in collusion with the mess contractor, carried out a commercial diversion for illegal business gains. Sources claim that the ration was sold to a trader in Kesiya village of Betul district, and rotten, commercial-grade goods were dumped in the hostel for the children.

Here, the public needs to know that on September 17, 2025, students of the Eklavya Model Residential School, Shahpur, came out of the institution and marched to meet the Betul Collector, causing panic within the district administration. Following this, a high-level inquiry was ordered by the Union Ministry of Tribal Affairs and Minister of State Durgadas Uikey, who is close to the Prime Minister. This inquiry included the then popular Collector Narendra Suryavanshi, the then Assistant Commissioner of the Tribal Welfare Department, Betul, Vivek Pandey, SDM (IAS) Prapanj R., Sunil Kumar Jain (AD in the Assistant Commissioner's office), and controversial Block Education Officer Gulab Rao Barde. They clearly mentioned in their investigation report that the contractor lifted rations from the ration shop, which clearly demonstrates corruption.

And this is not an isolated case of a single institution; children also protested in Tamia, Chhindwara, and a suspicious death of a minor tribal girl was also reported at the Eklavya Model Residential School, Bhainsdehi, in Betul district, regarding which a complaint was filed with the National Commission for Scheduled Tribes by senior Betul Congress leader Ramu Tekam, which was also brushed under the carpet by red-tapism.

What the tribal public needs to understand from this is what your children—whom you view as studying in a prestigious central government educational institution—are being given: rotten food, torn clothes, bedding, and broken beds, the cost of which is recovered from the hard-earned money of the poor amid rising inflation, covering everything from petrol and diesel to upcoming MDR on UPI. Another horrific and unfortunate incident came to light: at the time when the children were protesting, girls also made serious allegations against the management of this educational institution of being fed contraceptive pills. The district administration and political patronage kept suppressing all these inhumane crimes for an entire year.

This syndicate committed double financial embezzlement of government funds. On one hand, they embezzled stolen government ration meant for the rights of the poor by lifting it at almost zero cost; on the other hand, the mess contractor, along with institutional employees, presented false claims of purchasing high-quality food grains from the open market at exorbitant rates, pocketing illegal, rule-violating commercial payments of lakhs of rupees (approx. Rs. 10 lakh per month) from the government treasury.

In this entire game, alongside the complicity of the then institution head Principal Pankaj Sharan, accountant Bijendra Shivhare, hostel superintendents Sampurnima Bhagoria and Ankit Singh, and the mess committee, biometric thumb impressions matching suspicious central server ID numbers 91702187 and 91702207 were found, which withdrew the stolen ration using POS machines.

The most serious and shocking aspect of this case is its political and administrative patronage. When hostel children staged a fierce protest against worm-infested and foul-smelling food, Union Minister of State Durgadas Uikey and the Collector of Betul themselves visited the site for inspection. After large quantities of rations and food were found infested with worms on the spot, the administration seized samples and constituted a high-level inquiry team. The joint inquiry report by the Betul Collector clearly found these serious irregularities to be true and recommended strict action against the culprits. However, due to political clout and bureaucratic nexus, no police FIR was registered locally for a full year. When District Food Officer Krishna Kumar Tekam was asked for a response regarding a complaint filed with the current Prime Minister, he gave an extremely irresponsible reply, stating that this ration belonged to the Tribal Welfare Department, their job was only to allocate it, and their job was done. This attitude of the officials clearly proves that the entire system collaborated to sweep this matter under the rug to protect the influential contractor and corrupt employees. However, now that the matter has reached the Delhi court, the officials are in a panic.

It is also important for the public to know who the mess contractor is. Alok Singh, the owner of Maa Vaishno Trading Agency, who colluded with employees to execute this entire episode, was previously involved in financial irregularities worth approximately Rs. 30 lakh at the same Eklavya Model Residential School during the 2023-24 session, which resulted in the suspension of about 7 employees. However, even today, one employee (Krishna Kumar Katare) continues to hold financial charge despite being penalized for financial irregularities. This contractor, by creating firms in the names of his friends and family and engaging in 'cartelization', has carried out embezzlement and financial irregularities amounting to lakhs—or rather, crores by now—in this single institution alone. Surprisingly, both times these corruptions were exposed by District Collector Narendra Kumar Suryavanshi, but due to political patronage, no one even touched a hair on their heads, which is happening in Madhya Pradesh...

In this entire episode, the school management, through letter no. - Accounts/EMRS/2026-27/273 dated 19/08/2026, has written to deny the lifting of rations itself. This falls under the category of creating a fake document out of fear of protecting the accused employees and exposing the corruption, whereas the Shahpur Fair Price Shop has brought out the absolute truth through documents provided under the RTI. The District Food Officer washing his hands of his responsibilities and sending the inquiry back to the Assistant Commissioner's office makes it clear that senior officials and political faces are also involved, otherwise registering a case would not have taken this long. Furthermore, those protecting this syndicate within the Assistant Commissioner's office will be exposed next, as they are attempting to convert the criminal case back into a departmental inquiry just to protect a familial relationship (brother-in-law).

Regarding this entire matter, senior Congress leader Pandit Narendra Mishra says that: Currently, the government is doing nothing but politics in the name of tribals, and right now we are witnessing youth movements and protests across the entire country. It is very unfortunate that we continuously witness news and incidents of corruption and exploitation of children in this institution, across Betul district, as well as in tribal educational institutions all over Madhya Pradesh. An even more unfortunate scenario is that Union Minister of State for Tribal Affairs Durgadas Uikey himself hails from Betul district and belongs to the tribal community. The question arises whether all these serious criminal incidents are happening under the minister's protection. Those who sell gimmicks/churna during election times are incapable of protecting the children of tribals.

Further ahead in this matter is how the officials colluded and trampled upon the strict provisions of the Bharatiya Nyaya Sanhita and the Essential Commodities Act, also showing disrespect to the rules of the Supreme Court's Wadhwa Committee!
