मध्यप्रदेश के बैतूल जिले कि शाहपुर जनपद पंचायत के सभाकक्ष में जनजाति कार्य विभाग के छात्रावास एवं आश्रमों की रिक्त सीटों पर प्रवेश प्रक्रिया को लेकर आयोजित बैठक में हुआ विवाद अब एक बड़े सियासी संग्राम में तब्दील हो चुका है। बैठक में आमंत्रित न होने के बावजूद कुर्सियां घेरकर बैठने वाले 'बिन बुलाए मेहमानों' की दबंगई और क्षेत्रीय भाजपा विधायक गंगा सज्जन सिंह को बैठने के लिए एक कुर्सी तक उपलब्ध न कराने की प्रशासनिक घोर लापरवाही एवं मनमानी ने पूरे सूबे के राजनैतिक गलियारों को गरमा दिया है। इस घटनाक्रम के बाद जहां एक तरफ आदिवासी महिला विधायक अपमानित होकर बैठक का बहिष्कार कर बाहर चली आईं, वहीं दूसरी तरफ अब इस मामले में शामिल चेहरों के नाम आधिकारिक तौर पर सामने आने से जिला प्रशासन पर बड़े सवाल खड़े होते है।

विवाद उस समय और गहरा गया जब अनुसूचित जनजाति आयोग के सदस्य मंगल सिंह धुर्वे ने बैठक की तस्वीरें सोशल मीडिया पर सार्वजनिक कर दीं। इन तस्वीरों ने साफ कर दिया कि बैठक में जनपद पंचायत की शिक्षा समिति के केवल अधिकृत सदस्यों को आना था, लेकिन प्रशासनिक अधिकारियों की मिलीभगत के चलते कई रसूखदार बिना आमंत्रण के ही समानांतर व्यवस्था चला रहे थे। इस मामले में सबसे बड़ा आरोप भाजपा के पूर्व मंडल अध्यक्ष मनीष कुमरे, भौरा स्कूल के शिक्षक पंकज मालवीय और रायपुर जनपद सदस्य के पति सूर्यकांत मर्सकोले पर लगा है, जो बिना किसी वैधानिक या आधिकारिक आमंत्रण के न सिर्फ बैठक में शामिल हुए बल्कि कुर्सियां लगाकर बैठ गए ।

इस पूरे मामले में भौरा स्कूल के शिक्षक पंकज मालवीय की भूमिका को लेकर कई चौंकाने वाले तथ्य सामने आ रहे हैं। स्थानीय निवासी पंकज मालवीय के विषय में प्राप्त जानकारी के अनुसार,राजनीतिक संरक्षण के चलते वे लंबे समय से अनाधिकृत रूप से विभिन्न संस्थानों में कार्य करते रहे हैं। इसके साथ ही, पूर्व में एकलव्य आदर्श आवासीय विद्यालय (EMRS) में लैब असिस्टेंट (प्रयोगशाला सहायक) के पद पर तैनात रहते हुए भी वे नियमों को ताक पर रखकर दशकों तक 11वीं और 12वीं कक्षा के छात्रों को पढ़ाते रहे हैं। साथ ही कई संवैधानिक संस्थाओं मे उनका प्रत्यक्ष हस्तक्षेप के पुख्ता सबूत भी पाए गए हैं । सूत्रों से मिली जानकारी के मुताबिक, पंकज मालवीय को विकासखंड शिक्षा अधिकारी (BEO) गुलाब राव बर्डे (जी.आर. बर्डे) का बेहद करीबी माना जाता है, जिससे इस महत्वपूर्ण बैठक में उनकी उपस्थिति पूरी तरह से संदिग्ध प्रतीत होती है। ब्लॉक स्तर पर शिक्षा की गुणवत्ता और व्यवस्थाओं को लेकर बुलाई गई इस अहम बैठक में नियमों के मुताबिक विभिन्न स्कूलों के प्राचार्यों की उपस्थिति अनिवार्य होनी चाहिए थी, लेकिन प्राचार्यों की गरिमा और आवश्यकता को दरकिनार करते हुए स्थानीय स्तर पर इस तरह के रसूखदार कर्मचारियों को बैठक में आश्रय देना जिम्मेदार अधिकारियों की मंशा पर गंभीर सवालिया निशान खड़े करता है।

इसी बीच, गोपनीय सूत्रों से मिले एक बड़े खुलासे ने प्रशासनिक महकमे कलई खोल कर रख दी है। बीईओ गुलाब राव बरडे कि शिकायतें लंबे समय से जिला प्रशासन और जनप्रतिनिधियों को प्राप्त हो रहीं थी जिसमे उनके मनमाने रवैये एवं अनियमितताओं का जिक्र है इसमे जिला कलेक्टर को भी पत्र लिखे गए हैं परंतु, राजनीतिक पकड़ के चलते इन अधिकारियों एवं कर्मचारियों का सिंडीकेट अभी भी कुर्सी पर जमा हुआ है । बताया जा रहा है कि कलेक्टर को भेजे गए इस आधिकारिक पत्र में शाहपुर के प्रभारी विकासखंड शिक्षा अधिकारी (BEO) गुलाब राव बर्डे को तत्काल प्रभाव से पद से हटाने की मांग की गई है। सूत्रों की माने तो गुलाब राव बर्डे की कार्यप्रणाली को लेकर जनप्रतिनिधियों और शिक्षक संघों द्वारा लगातार गंभीर शिकायतें प्राप्त हो रही हैं। उनके प्रभार अवधि के दौरान विकासखंड की शैक्षणिक व्यवस्थाएं पूरी तरह चरमरा गई हैं और शैक्षणिक संस्थाओं की मॉनिटरिंग भी संतोषजनक नहीं है।

इस पूरे घटनाक्रम को लेकर जब बैठक में मौजूद जनपद सदस्य सुधीर नायक से सीधी चर्चा की गई, तो उन्होंने अपना पक्ष रखते हुए स्थानीय अधिकारियों की कार्यप्रणाली पर कड़े सवाल खड़े किए हैं। नायक ने कहा कि वे वहां किसी राजनैतिक उद्देश्य से नहीं, बल्कि अपने क्षेत्र के गरीब और आदिवासी बच्चों की समस्याओं के समाधान हेतु पहुंचे थे। चूंकि बैठक में विभाग के सभी जिम्मेदार प्रशासनिक अधिकारी और जनप्रतिनिधि एक साथ मौजूद थे, इसलिए उन्होंने छात्रों के हित में अपनी बात पुरजोर तरीके से रखी।

नायक ने क्षेत्र की भौगोलिक दिक्कतों का ज़िक्र करते हुए कहा कि हाई स्कूल स्तर तक तो लगभग हर क्षेत्र में स्कूल खुल चुके हैं, परंतु हायर सेकेंडरी (11वीं और 12वीं) की शिक्षा के लिए स्कूल केवल ब्लॉक मुख्यालय और भौरा में ही सीमित हैं। ऐसे में सुदूर क्षेत्रों से आने-जाने की समस्या को देखते हुए 11वीं कक्षा के बच्चों को भी हॉस्टल में जगह दी जानी चाहिए ताकि उन्हें रोज़ाना लंबी दूरी तय करने की परेशानी का सामना न करना पड़े।

इसके साथ ही जनपद सदस्य सुधीर नायक ने प्रशासनिक अव्यवस्था और ब्लॉक शिक्षा अधिकारी (BEO) जी.आर. बर्डे को आड़े हाथों लेते हुए तीखा हमला बोला। उन्होंने कहा कि एक तरफ जहां पूरे जिले में स्वयं कलेक्टर ग्राउंड जीरो पर जाकर शिक्षा व्यवस्था को दुरुस्त करने का लगातार प्रयास कर रहे हैं, वहीं दूसरी ओर स्थानीय अधिकारियों की मनमानी और घोर लापरवाही के चलते एक संवैधानिक पद पर बैठीं सिटिंग विधायक (MLA) की बैठक व्यवस्था का सरेआम मखौल बना दिया गया। नायक ने सीधे तौर पर आरोप लगाया कि विधायक गंगा सज्जन सिंह ने अपने आने की सूचना विकासखंड शिक्षा अधिकारी जी.आर. बर्डे को पहले ही दे दी थी, इसके बावजूद मध्य प्रदेश शासन के तय प्रोटोकॉल को बीईओ द्वारा अपनी मर्जी के चलते पूरी तरह हवा-हवाई कर दिया गया, जो कि बेहद दुर्भाग्यपूर्ण और निंदनीय घटना है।

अधिकारियों की मनमर्जी एवं सांठगांठ के खुलासे के बाद अब यह साफ हो गया है कि यह मामला महज़ एक बैठक की अव्यवस्था भर नहीं है, बल्कि इसने प्रशासनिक पारदर्शिता, भ्रष्टाचार और सरकारी तंत्र की कार्यप्रणाली पर गंभीर सवाल खड़े कर दिए हैं। विधायक के इस खुले अपमान और अधिकारियों की शह पर अनाधिकृत व चहेते लोगों की मौजूदगी को लेकर अब क्षेत्र की जनता और राजनैतिक हलकों में भारी आक्रोश है। अब सबकी निगाहें इस बात पर टिकी हैं कि शासन के नियमों और एक आदिवासी महिला जनप्रतिनिधि के सम्मान को ठेंगे पर रखने वाले विकासखंड शिक्षा अधिकारी (BEO) के खिलाफ जिला प्रशासन क्या सख्त दंडात्मक कार्रवाई करता है, या फिर यह संगीन मामला पूर्व की तरह केवल फाइलों में ही दबा रह जाएगा।

The dispute that erupted during a meeting organized at the Shahpur Janpad Panchayat conference hall regarding the admission process for vacant seats in hostels and ashrams of the Tribal Affairs Department has now turned into a major political storm.

 The audacity of the 'uninvited guests' who occupied the chairs despite not being invited to the meeting, coupled with the sheer administrative negligence and high-handedness that failed to provide even a single chair for the regional BJP MLA Ganga Sajjan Singh to sit, has heated up the political corridors of the entire state. Following this incident, while on one hand the tribal woman MLA walked out of the meeting in protest after being insulted, on the other hand, the official emergence of the names of those involved in this matter now raises big questions for the district administration.

The controversy deepened further when Mangal Singh Dhurve, a member of the Scheduled Tribes Commission, shared photos of the meeting on social media. These photographs made it clear that only authorized members of the Janpad Panchayat's Education Committee were supposed to attend the meeting, but due to the collusion of administrative officials, several influential individuals were running a parallel system without any invitation. The biggest allegations in this matter have been leveled against former BJP Mandal President Manish Kumre, Bhoura School teacher Pankaj Malviya, and Raipur Janpad member's husband Suryakant Marshkole, who not only attended the meeting without any statutory or official invitation but also set up chairs and sat down.

Several shocking facts are emerging regarding the role of Bhoura School teacher Pankaj Malviya in this entire matter. According to information received about local resident Pankaj Malviya, due to political patronage, he has been working unauthorizedly in various institutions for a long time. Along with this, while previously posted as a Lab Assistant (Laboratory Assistant) at the Eklavya Model Residential School (EMRS), he kept teaching 11th and 12th-grade students for decades, keeping the rules at stake. At the same time, solid evidence of his direct intervention in many constitutional institutions has also been found. According to information received from sources, Pankaj Malviya is considered to be very close to the Block Education Officer (BEO) Gulab Rao Barde (G.R. Barde), making his presence in this important meeting appear completely suspicious. In this crucial meeting called regarding the quality of education and arrangements at the block level, the presence of principals from various schools should have been mandatory according to the rules, but sidelining the dignity and necessity of the principals to give shelter to such influential employees at the local level raises serious question marks over the intentions of the responsible officials.

Meanwhile, a major disclosure obtained from confidential sources has completely exposed the administrative machinery. Complaints against BEO Gulab Rao Barde had been received by the district administration and public representatives for a long time, mentioning his high-handed attitude and irregularities; letters have also been written to the District Collector regarding this, but due to their political hold, the syndicate of these officers and employees is still firmly entrenched in their positions. It is being said that this official letter sent to the Collector demanded the removal of Shahpur's in-charge Block Education Officer (BEO) Gulab Rao Barde from his post with immediate effect. According to sources, serious complaints are continuously being received from public representatives and teachers' associations regarding the working style of Gulab Rao Barde. During his tenure in charge, the educational arrangements of the block have completely crumbled, and the monitoring of educational institutions is also not satisfactory.

When Janpad member Sudhir Nayak, who was present at the meeting, was directly interviewed regarding this entire development, he put forth his side and raised sharp questions about the working style of the local officials. Nayak stated that he had reached there not for any political purpose, but to resolve the serious problems of the poor and tribal children of his area. Since all the responsible administrative officials and public representatives of the department were present together in the meeting, he put forward his point strongly in the interest of the students.

Mentioning the geographical difficulties of the region, Nayak said that although schools have opened up to the High School level in almost every area, schools for Higher Secondary education (11th and 12th) are limited only to the block headquarters and Bhoura. In such a situation, keeping in view the problem of commuting from far-flung areas, 11th-grade children should also be given a place in the hostel so that they do not have to face the trouble of traveling long distances daily.

Along with this, Janpad member Sudhir Nayak launched a fierce attack, taking the administrative mismanagement and Block Education Officer (BEO) G.R. Barde to task. He said that on one hand, where the Collector himself is going to ground zero across the district making constant efforts to fix the education system, on the other hand, due to the high-handedness and gross negligence of the local officials, the seating arrangement of a sitting MLA holding a constitutional post was publicly mocked. Nayak directly alleged that MLA Ganga Sajjan Singh had already given information about her arrival to Block Education Officer G.R. Barde beforehand, but despite this, the strict protocol set by the Madhya Pradesh government was completely blown away by the BEO according to his own whims, which is a highly unfortunate and condemnable incident.

Following the disclosure of the arbitrariness and collusion of the officials, it has now become clear that this matter is not merely a case of mismanagement of a single meeting, but it has raised serious questions about administrative transparency, corruption, and the functioning of the government machinery. There is now massive outrage among the public of the region and in political circles regarding this open insult to the MLA and the presence of unauthorized and favored people under the patronage of the officials. Everyone's eyes are now fixed on whether the district administration takes strict punitive action against the Block Education Officer (BEO) who threw the rules of the government and the respect of a tribal woman public representative to the wind, or if this serious matter will remain buried only in files like in the past.
