Bhopal:मुख्यमंत्री डॉ. मोहन यादव की अध्यक्षता में जगदीशपुर (चमन महल) में आयोजित मंत्रिपरिषद की बैठक में कई महत्वपूर्ण विधायी और प्रशासनिक प्रस्तावों को मंजूरी दी गई है। इस बैठक में राज्य सरकार ने आगामी विधानसभा सत्र में 'मध्यप्रदेश समान नागरिक संहिता 2026' सहित कुल 9 विधेयकों को प्रस्तुत करने के प्रारूप का अनुमोदन किया। इसके साथ ही, प्रदेश के स्वास्थ्य ढांचे में बदलाव और नए पदों के सृजन से जुड़े प्रस्तावों को भी प्रशासनिक स्वीकृति दी गई है।

1. आगामी विधानसभा सत्र के लिए 9 विधेयकों के प्रारूप को मंजूरी

मंत्रिपरिषद ने विभिन्न विभागों से संबंधित 9 विधेयकों के मसौदे को हरी झंडी दिखाई है, जिन्हें आगामी सत्र में विचार और पारित करने के लिए विधानसभा के पटल पर रखा जाएगा:

• मध्यप्रदेश समान नागरिक संहिता, 2026: इस विधेयक के मसौदे को कैबिनेट से मंजूरी मिलने के बाद अब विधि और विधायी कार्य विभाग इसे आवश्यक प्रक्रियात्मक औपचारिकताओं के साथ विधानसभा में पेश करेगा।

• मध्यप्रदेश श्रम शक्ति संहिता (कोड ऑन एम्पावरिंग वर्कस्पेसेज), 2026: कार्यस्थलों के नियमन और विधायी प्रावधानों से जुड़े श्रम विभाग के इस कोड को आगे बढ़ाने की अनुमति दी गई है।

• मध्यप्रदेश ईज ऑफ डूइंग बिज़नेस विधेयक, 2026: औद्योगिक नीति एवं निवेश प्रोत्साहन विभाग के इस विधेयक का उद्देश्य राज्य में व्यापारिक प्रक्रियाओं को वैधानिक रूप से सरल बनाना है।

• शैक्षणिक एवं चिकित्सा विधेयक: इसके अंतर्गत चिकित्सा शिक्षा के क्षेत्र से जुड़े 'मध्यप्रदेश धन्वंतरि स्वास्थ्य विश्वविद्यालय विधेयक, 2026' और 'मध्यप्रदेश आयुर्विज्ञान विश्वविद्यालय (संशोधन) विधेयक, 2026' को मंजूरी दी गई है। साथ ही, 'मध्यप्रदेश निजी विश्वविद्यालय (स्थापना एवं संचालन) संशोधन विधेयक, 2026' के तहत निजी विश्वविद्यालयों की स्थापना के लिए निर्धारित भूमि, निर्मित क्षेत्र और विन्यास निधि (Endowment Fund) के मौजूदा नियमों में कुछ छूट देने का प्रावधान प्रस्तावित है।

• अन्य प्रशासनिक विधेयक: बुनियादी ढांचे से संबंधित 'मध्यप्रदेश राजमार्ग (संशोधन) विधेयक, 2026', सुरक्षा मानकों से जुड़े 'मध्यप्रदेश अग्निशमन एवं आपातकालीन सेवाएं विधेयक, 2026' और पुराने या अप्रासंगिक हो चुके कानूनों को समाप्त करने के लिए 'मध्यप्रदेश निरसन विधेयक, 2026' के प्रारूपों को भी अनुमोदित किया गया है।

2. 73 स्वास्थ्य संस्थाओं का उन्नयन और वित्तीय प्रावधान

बैठक में चिकित्सा सुविधाओं के विस्तार और अस्पतालों की क्षमता बढ़ाने से जुड़े एक बड़े प्रशासनिक प्रस्ताव को भी स्वीकृति दी गई है।

अवसंरचना और बजटीय आवंटन

• वित्तीय स्वीकृति: स्वास्थ्य केंद्रों के बुनियादी ढांचे को अपग्रेड करने के लिए ₹776 करोड़ 13 लाख के बजटीय प्रावधान को मंजूरी दी गई है (परियोजना की कुल अनुमानित लागत ₹898.96 करोड़ है)।

• संस्थागत बदलाव:

  • 29 उप स्वास्थ्य केंद्रों को 6 बिस्तरों वाले प्राथमिक स्वास्थ्य केंद्रों में बदला जाएगा।

  • 19 प्राथमिक स्वास्थ्य केंद्रों का सामुदायिक स्वास्थ्य केंद्रों में उन्नयन होगा।

  • 18 सामुदायिक स्वास्थ्य केंद्रों को 50 बिस्तरों वाले सिविल अस्पतालों में अपग्रेड किया जाएगा।

  • 7 चिकित्सा संस्थानों को 100 बिस्तरों वाले अस्पतालों में तब्दील करने की मंजूरी दी गई है।

मानव संसाधन और आवर्ती व्यय

इन उन्नत होने वाली स्वास्थ्य संस्थाओं के संचालन के लिए नए पदों के सृजन और प्रशासनिक व्यवस्था को भी मंजूरी दी गई है, जिस पर प्रतिवर्ष ₹122.83 करोड़ का आवर्ती व्यय अनुमानित है:

• नियमित पद: 1,600 नए नियमित पदों की मंजूरी।

• संविदा पद: 71 संविदा पदों का सृजन।

• आउटसोर्सिंग: 560 पदों पर आउटसोर्सिंग एजेंसियों के माध्यम से जनशक्ति की व्यवस्था की जाएगी।

इन सभी विधेयकों और प्रस्तावों के अंतिम रूप से लागू होने की प्रक्रिया विधानसभा में चर्चा, आवश्यक संशोधनों और पारित होने के बाद ही पूरी होगी। स्वास्थ्य ढांचे से जुड़े इन बदलावों का उद्देश्य क्षेत्रीय स्तर पर चिकित्सा सुविधाओं की उपलब्धता में सुधार करना है।
