नई दिल्ली। विश्वविद्यालय अनुदान आयोग (यूजीसी) ने समाचार पत्रों, सोशल मीडिया और टीवी पर एडटेक कंपनियों द्वारा विश्वविद्यालयों के साथ मिलकर ऑनलाइन व ओडीएल (ODL) माध्यम से डिग्री-डिप्लोमा देने वाले भ्रामक विज्ञापनों पर कड़ा संज्ञान लिया है।
यूजीसी ने स्पष्ट किया है कि इस तरह की फ्रेंचाइजी व्यवस्था पूरी तरह से अमान्य है और ऐसी डिग्रियों को आयोग की मान्यता प्राप्त नहीं होगी। नियमों का उल्लंघन करने वाली एडटेक कंपनियों और उच्च शिक्षण संस्थानों (HEIs) के खिलाफ कानूनी कार्रवाई की जाएगी।

राज्यसभा में एक लिखित प्रश्न के उत्तर में शिक्षा राज्य मंत्री डॉ. सुकांत मजूमदार ने बताया कि अनधिकृत संस्थाओं द्वारा चलाए जा रहे पाठ्यक्रमों पर शिकायत मिलने पर यूजीसी नोटिस जारी कर स्पष्टीकरण मांगता है। संतोषजनक जवाब न मिलने पर संबंधित संस्थान को 'फर्जी विश्वविद्यालय' की श्रेणी में डाल दिया जाता है। फरवरी 2026 में जारी नवीनतम सूची के अनुसार देश में 32 संस्थानों को फर्जी विश्वविद्यालय घोषित किया गया है, जिसकी सूची यूजीसी की आधिकारिक वेबसाइट पर उपलब्ध है।
फर्जी और गैर-मान्यता प्राप्त संस्थानों के संचालन पर रोक लगाने के लिए यूजीसी ने एंटी-माल-प्रैक्टिस सेल (AMPC) का गठन किया है, जो यूजीसी अधिनियम 1956 का उल्लंघन करने वाले संस्थानों पर निगरानी रखता है। इसके साथ ही, आम जनता और छात्रों को जागरूक करने के लिए समय-समय पर कारण बताओ नोटिस, सोशल मीडिया और वेबसाइट पर सतर्कता सूचनाएं जारी की जाती हैं। यूजीसी ने राज्य सरकारों और केंद्र शासित प्रदेशों को भी निर्देश दिए हैं कि वे अपने क्षेत्रों में चल रहे ऐसे अवैध संस्थानों पर सख्त कार्रवाई करें और आवश्यकता पड़ने पर एफआईआर दर्ज कराएं।
छात्रों और अभिभावकों को सलाह दी गई है कि किसी भी ऑनलाइन या दूरस्थ पाठ्यक्रम में प्रवेश लेने से पहले यूजीसी (DEB) की आधिकारिक वेबसाइट पर जाकर संस्थान और कार्यक्रम की मान्यता की जांच अवश्य कर लें।
UGC Warning: Strict Action Against Misleading EdTech Platforms and Fake Universities; 32 Institutions Identified
New Delhi. The University Grants Commission (UGC) has taken stern view of misleading advertisements issued by EdTech companies on newspapers, social media, and television regarding ODL and online degree/diploma programs in collaboration with recognized universities.
The UGC clarified that such franchise arrangements are impermissible and degrees granted through these means hold no recognition. Legal action will be initiated against non-compliant EdTech firms and Higher Educational Institutions (HEIs) under applicable laws and regulations.
In a written response to a query in the Rajya Sabha, Union Minister of State for Education Dr. Sukanta Majumdar stated that upon receiving complaints regarding unauthorized institutions operating degree programs, the UGC issues notices seeking explanations. If the response provided is unsatisfactory, the institution's name is added to the official list of fake universities. As per the latest list published in February 2026, 32 institutions across the country have been identified as fake universities, with the list accessible on the UGC portal.
To curb the operation of fake and unapproved institutions, the UGC established the Anti-Mal-Practice Cell (AMPC), which monitors entities offering degrees in violation of the UGC Act, 1956. Furthermore, public notices, show-cause notices, and advisories are regularly issued on official platforms to raise awareness among students and parents. State governments and Union Territories have also been requested to take appropriate legal measures, including filing FIRs against unauthorized entities operating within their jurisdictions.
Students and stakeholders are advised to verify the recognition and approval status of programs on the official UGC (DEB) website prior to enrolling in any course.
