India’s PM-SETU Scheme Achieves Milestone: Visakhapatnam ITI Cluster SIP Approved PMSETUScheme, IndustryPartnerships, ITIModernization

Under the Government of India's ambitious ₹60,000 crore flagship scheme, PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs), a major milestone has been achieved. The National Steering Committee (NSC) has officially approved the 'Strategic Investment Plan' (SIP) for the Visakhapatnam ITI Cluster in Andhra Pradesh.

The approved proposal was jointly developed by ArcelorMittal Nippon Steel India (AM/NS India) and their academic partner, the New Age Makers Institute of Technology (NAMTECH). With this approval, Andhra Pradesh has become the first state in the country to ground an industry partnership under this scheme.
The approval was granted during the 3rd National Steering Committee meeting of the Ministry of Skill Development and Entrepreneurness (MSDE), held at Kaushal Bhawan in New Delhi.
Key Highlights and Decisions from the Meeting
High-Level Attendance: The meeting was chaired by Ms. Debashree Mukherjee, Secretary of the Ministry of Skill Development and Entrepreneurship. It was attended by Dilip Kumar, Director General of the Directorate General of Training (DGT), alongside senior officials from the Capacity Building Commission (CBC), NCVET, Ministry of Commerce and Industry, Ministry of Heavy Industries, and Ministry of Labour.
Corporate and Global Alignment: Representatives from major corporate leaders—including Hindustan Aeronautics Limited (HAL), Hero MotoCorp, Bajaj Auto, ITC Limited, and ArcelorMittal Nippon Steel—participated in the deliberations, along with officials from the Asian Development Bank (ADB) and the World Bank.
The Hub-and-Spoke Model: This approval officially makes Andhra Pradesh the first state to onboard an 'Anchor Industry Partner' (AIP) under PM-SETU. This move directly strengthens the 'Hub-and-Spoke' framework designed to transform ITIs into industry-managed and outcome-oriented institutions.
What is the PM-SETU Scheme?
PM-SETU is a flagship initiative of the Government of India with a total budget layout of ₹60,000 crore. Its primary objective is to modernize 1,000 government ITIs across the country.
Key pillars of the scheme include:
Upgrading existing physical and digital infrastructure.
Establishing 'National Centers of Excellence' (NCoEs) in high-growth sectors.
Fostering robust public-private partnerships to train youth in advanced manufacturing and new-age technologies, aligning workforce capabilities with the 'Viksit Bharat 2047' vision.
Currently, 32 states and Union Territories have successfully constituted their State Steering Committees, and 12 states have already floated Requests for Proposals (RFPs) to invite industry partners. Strategic Investment Plans for several other states are expected to clear approval in the coming months.
