New Delhi:मादक पदार्थों (ड्रग्स) की सीमा पार अवैध तस्करी रोकने और इसके प्रसार पर रोक लगाने के उद्देश्य से गृह मंत्रालय एवं संबंधित विभागों ने सुरक्षा व्यवस्था और निगरानी तंत्र को मजबूत किया है। राज्यसभा में पूछे गए एक सवाल का लिखित उत्तर देते हुए गृह राज्य मंत्री श्री नित्यानंद राय ने बताया कि सरकार इस संबंध में एक विस्तृत कार्ययोजना पर काम कर रही है। सीमा सुरक्षा को पुख्ता करने के लिए सुरक्षा बलों को सीसीटीवी, स्वचालित नंबर प्लेट पहचान प्रणाली (ANPR), टिल्ट और ज़ूम (PTZ) कैमरे, ड्रोन और नाइट विज़न डिवाइसेस (NVD) जैसे आधुनिक उपकरणों से लैस किया गया है। इसके अतिरिक्त, सीमावर्ती क्षेत्रों में बाड़बंदी, सीमा चौकियों (BOPs), सड़कों और हेलीपैड के निर्माण के साथ-साथ गश्त व नाका चेकिंग के जरिए निगरानी तंत्र को कड़ा किया गया है। real-time सूचनाओं के आदान-प्रदान के लिए खुफिया एजेंसियों और सुरक्षा बलों के बीच समन्वय अनिवार्य किया गया है।

मादक पदार्थों की मांग और इसके दुष्प्रभावों को कम करने की जिम्मेदारी के तहत सामाजिक न्याय एवं अधिकारिता विभाग द्वारा 15 अगस्त 2020 को शुरू किया गया 'नशा मुक्त भारत अभियान' (NMBA) अब देश के सभी जिलों में संचालित किया जा रहा है। यह अभियान विशेष रूप से उच्च शिक्षण संस्थानों, विश्वविद्यालयों और स्कूलों में छात्रों एवं युवाओं को लक्षित कर चलाया जा रहा है। अभियान के तहत अब तक आयोजित जन-जागरूकता कार्यक्रमों के माध्यम से 29.05 करोड़ लोगों तक पहुंच बनाई गई है, जिनमें 11.05 करोड़ से अधिक युवा और 7.81 करोड़ महिलाएं शामिल हैं। जमीनी स्तर पर गतिविधियों के संचालन के लिए 1.17 लाख 'नशा मुक्ति मित्र' इस अभियान से जोड़े गए हैं।

तस्करी के नेटवर्क को तोड़ने और कानून प्रवर्तन एजेंसियों की कार्यप्रणाली में सुधार लाने के उद्देश्य से 26 जून 2026 को 'मादक पदार्थ नियंत्रण पर विज़न दस्तावेज (2026-2029)' जारी किया गया है। इसके तहत संबंधित केंद्रीय मंत्रालयों, विभागों और राज्य सरकारों के लिए चार प्रमुख क्षेत्रों में जिम्मेदारियां तय की गई हैं:

1. प्रवर्तन (खुफिया जानकारी एकत्र करना और संचालन)

2. पूर्ववर्ती (Precursor) व सिंथेटिक दवाओं का नियंत्रण

3. मांग एवं हानि न्यूनीकरण (Demand & Harm Reduction)

4. क्षमता निर्माण एवं अंतर-एजेंसी समन्वय

विभिन्न एजेंसियों के बीच बेहतर तालमेल सुनिश्चित करने के लिए स्थापित चार-स्तरीय 'नार्को-कोऑर्डिनेशन सेंटर' (NCORD) ढांचे के तहत राज्य स्तर पर मुख्य सचिव और जिला स्तर पर जिला मजिस्ट्रेट बैठकों की अध्यक्षता कर समीक्षा कर रहे हैं। इसके डेटा व सूचना प्रबंधन के लिए नारकोटिक्स कंट्रोल ब्यूरो (NCB) द्वारा विकसित 'एनसीओआरडी पोर्टल' का उपयोग किया जा रहा है। साथ ही, प्रत्येक राज्य और केंद्र शासित प्रदेश में एडीजी/आईजी स्तर के पुलिस अधिकारी के नेतृत्व में समर्पित एंटी-नार्कोटिक्स टास्क फोर्स (ANTF) का गठन किया गया है, जो निर्णयों के क्रियान्वयन की निगरानी करता है।NMBA Reaches 29 Crore People, AI & Night-Vision Cameras, to Curb Transborder Trafficking

कानूनी कार्रवाई के तहत, कानून प्रवर्तन एजेंसियां आदतन और उच्च जोखिम वाले तस्करों पर 'मादक पदार्थों और मनोरोग पदार्थों की अवैध तस्करी की रोकथाम (PITNDPS) अधिनियम, 1988' के तहत निरोध (Detention) की कार्रवाई कर रही हैं। NCB द्वारा साझा की गई आदतन अपराधियों की सूची के आधार पर वर्ष 2025 में 810 अपराधियों और जून 2026 तक 427 तस्करों के खिलाफ निरोध आदेश जारी किए गए हैं।

राष्ट्रीय अपराध अभिलेख ब्यूरो (NCRB) की 'क्राइम इन इंडिया' रिपोर्ट के अनुसार, वर्ष 2022 से 2024 के दौरान एनडीपीएस (NDPS) अधिनियम, 1985 के तहत राज्यों और केंद्र शासित प्रदेशों में जब्त की गई नशीली सामग्री का ब्योरा निम्न प्रकार है:

• वर्ष 2022: कुल 3,37,169.90 किग्रा अफीम आधारित पदार्थ, 17,16,700.04 किग्रा भांग/गांजा (कैनाबिस) आधारित पदार्थ, 71.82 किग्रा कोकीन, 3,042.98 किग्रा साइकोट्रॉपिक पदार्थ और 17,18,95,584 औषधीय गोलियां/कैप्सूल (संख्या में) जब्त किए गए।  

• वर्ष 2023: देशभर में 4,08,104.28 किग्रा अफीम आधारित पदार्थ, 5,46,767.61 किग्रा भांग/गांजा आधारित पदार्थ, 112.53 किग्रा कोकीन, 6,084.49 किग्रा साइकोट्रॉपिक पदार्थ और 1,96,556.96 किग्रा औषधीय तैयारियां जब्त की गईं।  

• वर्ष 2024: इस अवधि के दौरान 3,69,695.84 किग्रा अफीम आधारित पदार्थ, 5,37,675.04 किग्रा गांजा/कैनाबिस, 385.92 किग्रा कोकीन, 1,317.38 किग्रा साइकोट्रॉपिक पदार्थ और 4,04,877.68 किग्रा औषधीय सामग्रियां जब्त की गईं।  

इन आंकड़ों के अनुसार, खुफिया एजेंसियों और प्रवर्तन बलों द्वारा नियमित समीक्षा बैठकों (JCC की 11 केंद्रीय व 75 राज्य स्तरीय बैठकें) के माध्यम से जांच और जब्ती की प्रक्रियाओं को संचालित किया जा रहा है।

To effectively curtail transborder narcotics trafficking and check the spread of illegal drugs, the Ministry of Home Affairs and concerned departments have significantly reinforced security mechanisms and border surveillance. Responding in writing to a query in the Rajya Sabha, Union Minister of State for Home Affairs Shri Nityanand Rai outlined a comprehensive framework implemented by the government. To fortify border security, enforcement forces have been deployed with advanced technological tools, including CCTV networks, Automated Number Plate Recognition (ANPR) systems, Pan-Tilt-Zoom (PTZ) cameras, drones, and Night Vision Devices (NVDs). Additionally, physical infrastructure—such as fencing, Border Outposts (BOPs), roads, and helipads—has been expanded alongside intensified patrolling and mobile check-posts. Seamless, real-time intelligence sharing between security forces and investigative agencies has also been mandated.

Under the mandate of demand and harm reduction, the Ministry of Social Justice and Empowerment launched the 'Nasha Mukt Bharat Abhiyaan' (NMBA) on August 15, 2020, which has now been extended across all districts in the country. The campaign specifically targets higher educational institutions, university campuses, and schools to educate youth about the dangers of substance abuse. Through widespread community outreach and awareness programs, NMBA has successfully sensitized over 29.05 crore individuals nationwide, including more than 11.05 crore youth and 7.81 crore women. Over 1.17 lakh 'Nasha Mukti Mitras' have been mobilized at the grassroots level to drive these initiatives.

To dismantle illicit drug networks and standardize law enforcement operations, the 'Vision Document on Narcotics Control (2026–2029)' was released on June 26, 2026. This document assigns specific time-bound tasks to central ministries, departments, and state governments across four primary focus pillars:

1. Enforcement (Intelligence gathering and operations)

2. Control of Precursor and Synthetic Drugs

3. Demand and Harm Reduction

4. Capacity Building and Inter-Agency Coordination

To streamline inter-agency synergy, a four-tier Narco-Coordination Center (NCORD) framework has been instituted. State-level NCORD meetings are chaired by State Chief Secretaries, while District Magistrates preside over district-level committees to review enforcement and preventive actions. The 'NCORD Portal,' developed by the Narcotics Control Bureau (NCB), serves as a centralized knowledge management system for all stakeholders. Furthermore, a dedicated Anti-Narcotics Task Force (ANTF), led by an ADG/IG-level police officer, has been operationalized in each State and Union Territory to function as the NCORD secretariat and enforce policy decisions.

On the legal and punitive front, law enforcement agencies are actively applying the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (PITNDPS) Act, 1988, against habitual and high-risk offenders. Utilizing the master database of habitual drug offenders compiled by the NCB, drug law enforcement agencies issued detention orders against 810 habitual offenders in 2025 and an additional 427 offenders up to June 2026.

According to the latest data published by the National Crime Records Bureau (NCRB) in its 'Crime in India' report, seizures made across States and Union Territories under the NDPS Act, 1985, from 2022 to 2024 are as follows:

• 2022: A total of 3,37,169.90 kg of opium-based substances, 17,16,700.04 kg of cannabis-based substances, 71.82 kg of cocaine, 3,042.98 kg of psychotropic substances, and 17,18,95,584 medicinal preparations (in numbers) were confiscated.  

• 2023: Confiscations included 4,08,104.28 kg of opium-based substances, 5,46,767.61 kg of cannabis-based substances, 112.53 kg of cocaine, 6,084.49 kg of psychotropic substances, and 1,96,556.96 kg of medicinal preparations.  

• 2024: Recorded seizures stood at 3,69,695.84 kg of opium-based substances, 5,37,675.04 kg of cannabis-based substances, 385.92 kg of cocaine, 1,317.38 kg of psychotropic substances, and 4,04,877.68 kg of medicinal preparations.  

These figures demonstrate that law enforcement agencies and intelligence networks continue to execute coordinated search and seizure operations guided by regular review mechanisms, including Joint Coordination Committee (JCC) meetings conducted at both central (11 meetings) and state levels (75 meetings).
