बैतूल: बैतूल जिले में स्वास्थ्य विभाग के अंतर्गत बन रहे उप स्वास्थ्य केंद्रों के निर्माण में गंभीर लापरवाही और अनियमितताओं का मामला सामने आया है। शाहपुर ब्लॉक के बीजादेही गांव में करीब 1 करोड़ 37 लाख रुपए की लागत से बन रहा उप स्वास्थ्य केंद्र प्रशासनिक और तकनीकी खामियों के चलते विवादों में घिर गया है।
निर्धारित समयावधि और कार्य की स्थिति!
इस उप स्वास्थ्य केंद्र के निर्माण का ठेका जनवरी 2025 में मेसर्स मंजीत सिंह खनूजा (घोड़ाडोंगरी) को दिया गया था, जिसे छह महीने के भीतर पूरा किया जाना था। निर्माण की शुरुआत से ही गुणवत्ता को लेकर लगातार शिकायतें सामने आने लगीं, जिसके बाद संबंधित एजेंसी का अनुबंध निरस्त (टर्मिनेट) कर दिया गया था।
हालांकि, बाद में उसी एजेंसी को दोबारा कार्य सौंपते हुए 30 जून 2026 तक निर्माण पूरा करने की नई समय सीमा तय की गई। इसके बावजूद वर्तमान में कार्य अधूरा है और उसकी गुणवत्ता को लेकर लगातार सवाल उठ रहे हैं।

तकनीकी मानक और गुणवत्ता पर उठते सवाल?
मौके पर चल रहे निर्माण कार्य में तकनीकी मापदंडों की अनदेखी के गंभीर आरोप लग रहे हैं:
घटिया सामग्री का उपयोग: बीम, कॉलम और दीवारों में प्रयुक्त कंक्रीट की गुणवत्ता इतनी कमजोर है कि वह आसानी से झड़ रही है।
कमियों को छिपाने का प्रयास: घटिया निर्माण को ढकने के लिए सतही तौर पर लीपापोती करने के प्रयास किए गए हैं।
साक्ष्यों का संकलन: कार्य की निगरानी कर रहे विभागीय इंजीनियर ने पूर्व में ही इन तकनीकी कमियों के प्रमाण सुरक्षित कर लिए हैं। इसके साथ ही स्थानीय ग्रामीणों ने भी घटिया निर्माण से जुड़े वीडियो साक्ष्य के रूप में तैयार किए हैं।
विभागीय पत्राचार: जिम्मेदार इंजीनियर ने निर्माण की गुणवत्ता पर आधिकारिक आपत्ति जताते हुए विभाग को उचित कार्रवाई के लिए पत्र लिखा है, जिस पर अभी अंतिम निर्णय होना शेष है।
ग्रामीणों की मांग और क्षेत्रीय प्रभाव?
यह उप स्वास्थ्य केंद्र आसपास के लगभग 50 गांवों के नागरिकों की चिकित्सा सुविधाओं का मुख्य केंद्र बनना है। स्थानीय निवासियों का कहना है कि लगातार शिकायतें करने के बावजूद स्थिति में सुधार नहीं हुआ है और इस कमजोर ढांचे से भविष्य में दुर्घटना की आशंका बनी रहेगी। ग्रामीणों ने मांग की है कि संबंधित एजेंसी को ब्लैकलिस्ट किया जाए और इस त्रुटिपूर्ण ढांचे को हटाकर नए सिरे से तकनीकी मानकों के अनुरूप निर्माण कराया जाए।
क्षेत्रीय विधायक का रुख?
इस मामले पर क्षेत्रीय विधायक गंगा उइके ने संज्ञान लिया है। उन्होंने स्वीकार किया कि निर्माण कार्य में लापरवाही की सूचनाएं उन तक पहुंची हैं। विधायक ने स्पष्ट किया कि वे इस पूरे प्रकरण की शिकायत विभागीय मंत्री और भाजपा प्रदेश अध्यक्ष से करेंगी। उन्होंने आश्वस्त किया कि दोषी एजेंसी को ब्लैकलिस्ट कराने और मानकों के अनुसार निर्माण कार्य दोबारा सुनिश्चित कराने के लिए आवश्यक कदम उठाए जाएंगे।
Betul: Serious irregularities and negligence have come to light regarding the construction of sub-health centers under the Health Department in the Betul district. The construction of a sub-health center in Bijadehi village under Shahpur block, being built at an estimated cost of ₹1.37 crore, has run into controversy due to administrative and technical lapses.
Timeline and Project Status
The contract for the construction of this sub-health center was awarded to M/S Manjeet Singh Khanuja (Ghoradongri) in January 2025, with a mandate to complete the project within six months. However, complaints regarding poor construction quality emerged right from the initial stages, subsequently leading to the termination of the agency's contract.
Strikingly, the same agency was later re-assigned the work with a revised completion deadline of June 30, 2026. Despite the extension, the construction remains incomplete, and ongoing quality concerns continue to be raised.

Technical Substandard and Quality Violations
Serious allegations have been leveled regarding the violation of technical parameters at the construction site:
Substandard Materials: The concrete used in beams, columns, and walls is reported to be so weak that it crumbles easily under minor pressure.
Attempts to Conceal Defects: Visible efforts have been made to cover up the flawed structural work with superficial plastering and whitewashing.
Evidence Collection: The departmental engineer supervising the project has already documented and preserved evidence of these technical defects. Concurrently, local residents have recorded video evidence highlighting the poor quality of work.
Official Correspondence: The supervising engineer has formally raised objections regarding the quality and written to the department seeking appropriate action, though a definitive decision is still pending.
Community Impact and Public Demands
This sub-health center is intended to serve as the primary medical facility for citizens across approximately 50 neighboring villages. Local residents stated that despite continuous complaints, no corrective measures were taken, raising fears that the weak structure could pose a safety hazard in the future. The villagers have demanded that the concerned agency be blacklisted and the faulty structure dismantled to pave the way for a fresh, technically sound construction.
Stand of the Regional MLA
Regional MLA Ganga Uikey has taken cognisance of the matter and acknowledged receiving reports of negligence regarding the construction. The lawmaker stated that she will formally register a complaint regarding the entire episode with the departmental minister and the BJP State President. She assured that necessary steps would be taken to blacklist the defaulting agency and ensure that the construction is restarted in compliance with prescribed quality standards.
