"जनता और जननेता यदि तानाशाही पर आमादा हों तो उन्हें लोकतांत्रिक प्रक्रिया से बदला जा सकता है, लेकिन यदि अफसरशाही हावी हो जाए तो व्यवस्था में तानाशाही मुकम्मल हो जाती है।"
प्रसिद्ध राजनीतिक चिंतक जॉन टेलर एफ. कैरोलिन का यह विचार वर्तमान में मध्यप्रदेश के प्रशासनिक और राजनीतिक गलियारों में प्रासंगिक होता दिखाई दे रहा है। बैतूल जिले से सामने आई एक हालिया घटना ने राज्य की प्रशासनिक व्यवस्था और जनप्रतिनिधियों के प्रोटोकॉल को लेकर एक नई बहस को जन्म दे दिया है। सवाल यह उठ रहा है कि क्या प्रदेश में नौकरशाही तंत्र, जनता द्वारा चुने गए प्रतिनिधियों के अधिकारों और सम्मान पर हावी होता जा रहा है?
मध्यप्रदेश का बैतूल जिला महज एक सामान्य आदिवासी बहुल इलाका नहीं है, बल्कि यह सूबे की राजनीति का एक अत्यंत शक्तिशाली और रसूखदार केंद्र है। बैतूल ही भाजपा के प्रदेश अध्यक्ष हेमंत खंडेलवाल का मजबूत राजनीतिक गढ़ है, तो वहीं यह केंद्रीय राज्य मंत्री दुर्गादास उइके की भी मुख्य कर्मभूमि और राजनीतिक पहचान है। ऐसे हाई-प्रोफाइल जिले में—जहाँ संगठन और सत्ता के सबसे बड़े केंद्र मौजूद हों—वहाँ एक ब्लॉक स्तर के अधिकारी द्वारा सत्तारूढ़ दल की ही निर्वाचित आदिवासी महिला विधायक के प्रोटोकॉल को दरकिनार कर अपमानित किया जाना केवल एक क्षेत्रीय अव्यवस्था नहीं है। यह घटना सीधे तौर पर सवाल उठाती है कि जब प्रदेश भाजपा अध्यक्ष और केंद्रीय मंत्री के गृह क्षेत्र में ही नौकरशाही जनप्रतिनिधियों के प्रति बेपरवाह और बेलगाम हो चुकी है, तो राज्य के अन्य हिस्सों में आम जनता और जनप्रतिनिधियों की स्थिति क्या होगी?
कौन हैं वर्तमान विधायक गंगा सज्जन सिंह उइके: बैतूल जिले की घोड़ाडोंगरी विधानसभा सीट से भारतीय जनता पार्टी की वर्तमान विधायक गंगा सज्जन सिंह उइके पूर्व भाजपा विधायक दिवंगत स्वर्गीय सज्जन सिंह उइके ("गुरुजी") की जीवनसंगिनी हैं। स्वयं एक शिक्षिका रहने के साथ-साथ वे मध्यप्रदेश राज्य महिला आयोग की सदस्य के रूप में भी अपनी सेवाएं दे चुकी हैं, जिससे उन्हें महिला अधिकारों, प्रशासनिक कार्यप्रणाली और जनसमस्याओं का गहरा अनुभव प्राप्त है। आज वे अपने पति की सामाजिक व राजनीतिक लेगेसी (विरासत) को बेहद मजबूती से आगे बढ़ा रही हैं। उनके पति स्वर्गीय सज्जन सिंह उइके क्षेत्र में बेहद लोकप्रिय नेता थे, जिन्हें शिक्षक पृष्ठभूमि के कारण क्षेत्रवासी आदर से "गुरुजी" कहते थे। स्वर्गीय गुरुजी आम जनता और आदिवासियों के हक के लिए निडर होकर लड़ने वाले जुझारू नेता थे। जनता के हित में अफसरों की मनमानी के खिलाफ सड़कों पर उतरना, चक्काजाम करना और नौकरशाही को दबाकर जनता की आवाज बुलंद करना उनकी विशिष्ट पहचान थी। 19 मार्च 2016 को उनके निधन के बाद, उनकी इसी संघर्षशील विरासत, प्रशासनिक अनुभव और जनसमर्पण की बागडोर को संभालते हुए विधायक गंगा सज्जन सिंह उइके आज क्षेत्र की जनता के अधिकारों की लड़ाई लड़ रही हैं।
क्या था पूरा मामला :
बैतूल जिले की शाहपुर जनपद पंचायत के सभाकक्ष में जनजाति कार्य विभाग के छात्रावासों एवं आश्रमों में रिक्त सीटों पर प्रवेश प्रक्रिया तथा शैक्षणिक गुणवत्ता को लेकर एक आधिकारिक समीक्षा बैठक आहूत की गई थी। इस बैठक में क्षेत्रीय भाजपा विधायक गंगा सज्जन सिंह उइके (जो आदिवासी समुदाय से आती हैं तथा पूर्व में शिक्षिका रह चुकी हैं) को आमंत्रित किया गया था।
हालांकि, बैठक के दौरान तय प्रशासनिक प्रोटोकॉल की अनदेखी का मामला सामने आया। विधायक के आगमन की पूर्व सूचना होने के बावजूद उन्हें उचित बैठक व्यवस्था उपलब्ध नहीं कराई गई। इस उपेक्षा और अव्यवस्था से असंतुष्ट होकर महिला विधायक ने बैठक का बहिष्कार कर दिया।
घटनाक्रम के बाद अनुसूचित जनजाति आयोग के सदस्य मंगल सिंह धुर्वे द्वारा साझा की गई तस्वीरों से यह बात उजागर हुई कि बैठक में तय नियमों का पालन नहीं किया गया था:
नियमों के तहत बैठक में केवल जनपद शिक्षा समिति के अधिकृत सदस्यों और विभागीय प्राचार्यों को उपस्थित होना था। परंतु आरोप है कि विकासखंड शिक्षा अधिकारी (BEO जी.आर. बर्डे) के संरक्षण में कई अनाधिकृत और रसूखदार व्यक्ति मुख्य सीटों पर उपस्थित थे।
स्थानीय स्तर पर यह बात भी सामने आई है कि बीईओ कार्यालय के संरक्षण में कुछ कर्मचारी नियमों के विपरीत कार्य कर रहे हैं। विधायक द्वारा 16 जुलाई को ही जिला कलेक्टर को पत्र लिखकर संबंधित अधिकारी की कार्यप्रणाली, हॉस्टल प्रवेश में अनियमितताओं और गिरते शैक्षणिक स्तर की जांच कर उन्हें पद से हटाने की मांग की गई थी।
पत्र सौंपे जाने के दो सप्ताह बीत जाने के बाद भी जिला प्रशासन द्वारा कोई ठोस दंडात्मक कार्रवाई नहीं की गई है, जिससे स्थानीय जनता और जनप्रतिनिधियों में असंतोष व्याप्त है।
कौन हैं बीईओ गुलाब राव बर्डे?
शाहपुर के प्रभारी विकासखंड शिक्षा अधिकारी (BEO) गुलाब राव बर्डे का प्रशासनिक कार्यकाल गंभीर अनियमितताओं, भ्रष्टाचार और विवादों से घिरा रहा है। सूत्रों और मीडिया रिपोर्टों के अनुसार, बीईओ बनने से पहले जब वे बैतूल जिले की कुंडी पंचायत अंतर्गत हाई स्कूल में प्राचार्य के पद पर तैनात थे, तब लगभग एक दर्जन कर्मचारियों की सेवा पुस्तिकाओं (Service Books) को दीमक खा जाने के चर्चित मामले में वे मुख्य आरोपी रहे हैं। बावजूद इसके, उनके इस 'अनियमितताओं भरे कार्यकाल' के बाद भी प्रशासनिक आला अधिकारियों द्वारा उन्हें पदोन्नत कर BEO का प्रभार सौंप दिया गया।इससे पूर्व, जब वे एकलव्य आदर्श आवासीय विद्यालय में प्रभारी प्राचार्य थे, तब नाबालिग आदिवासी छात्राओं के साथ हुए संवेदनशील सीसीटीवी कैमरे मामले में तत्कालीन प्राचार्य पंकज शरण के साथ सहयोगी के रूप में उनका नाम आया था। बीईओ पद पर रहते हुए भी उन पर अपने ही ब्लॉक की एक नवनियुक्त विकलांग महिला कर्मचारी के साथ उत्पीड़न (Harassment) के गंभीर आरोप लगे, जिसकी शिकायत पीड़िता द्वारा जिला कलेक्टर से लेकर संभागायुक्त (कमीश्नर) तक की गई थी। हालांकि, आरोप है कि प्रशासनिक साठगांठ और तानाशाही के चलते उन्हें हर बार 'अभयदान' मिलता रहा। मीडिया खबरों के अनुसार, बेटियों से जुड़े सीसीटीवी मामले में स्वयं महिला विधायक गंगा सज्जन सिंह उइके ने अपने संवैधानिक अधिकारों का उपयोग करते हुए तत्काल FIR दर्ज करने के कड़े निर्देश दिए थे, लेकिन प्रशासनिक स्वेच्छाचारिता का आलम यह है कि आज तक इन आरोपियों पर कार्रवाई की जू तक नहीं रेंगी।

घोड़ाडोंगरी विधानसभा क्षेत्र से युवा कांग्रेस नेता उपेंद्र वर्मा ने भाजपा सरकार पर सीधा निशाना साधते हुए कहा— "यदि एक संवैधानिक पद पर बैठे व्यक्ति का अपमान किसी निचले स्तर के अधिकारी द्वारा किया जा सकता है, तो यह महज कोई चूक नहीं है। जनता भली-भांति जानती है कि सत्ताधारी दल के भीतर जारी गुटबाजी तथा आदिवासी व महिलाओं के नाम पर बड़े-बड़े वादे और दावे करने वाली सरकार अपने राजनीतिक हितों के लिए किस हद तक गिर सकती है। एक निर्वाचित महिला विधायक का यह अपमान पूरे प्रदेश का अपमान है, जिसकी हम कड़े शब्दों में निंदा करते हैं।" आगे उन्होंने बताया कि 15 जुलाई की यह घटना हमारे सामने घटित हुई है उस दिन काँग्रेस द्वारा किसान रैली का आयोजन जनपद से ही किया गया था हमारे सभी पदाधिकारी एवं जिला अध्यक्ष निलय डागा स्वयं वहां मौजूद थे |
प्रदेश स्तरीय राजनीतिक परिदृश्य और प्रतिक्रियाएं
बैतूल का यह मामला अब केवल एक क्षेत्रीय विवाद तक सीमित न रहकर पूरे मध्यप्रदेश के प्रशासनिक मॉडल पर सवाल खड़ा कर रहा है:
सत्तारूढ़ दल के भीतर प्रशासनिक समन्वय का अभाव: राज्य में यह विषय लगातार चर्चा में रहा है कि कई मौकों पर जनप्रतिनिधियों की प्रशासनिक अनदेखी की शिकायतें सामने आई हैं। सत्ताधारी दल की ही एक आदिवासी महिला विधायक के साथ हुई इस घटना ने प्रशासनिक समन्वय की स्थिति पर प्रश्नचिह्न लगा दिया है।

मध्यप्रदेश में प्रशासनिक अधिकारियों के बेलगाम रवैये और जनप्रतिनिधियों की अनदेखी का यह कोई पहला मामला नहीं है। प्रदेश सरकार के वरिष्ठ कैबिनेट मंत्री कैलाश विजयवर्गीय स्वयं सार्वजनिक मंचों से अपनी ही सरकार के अफ़सरों की कार्यशैली पर सवाल उठा चुके हैं। उन्होंने खुलकर दर्द बयां करते हुए कहा था कि "अफ़सर हमारी बात नहीं सुनते और जनप्रतिनिधियों को काम करने का उचित अवसर नहीं दिया जा रहा।" एक इतने कद्दावर और वरिष्ठ नेता का यह बयान इस बात का पुख्ता प्रमाण है कि प्रदेश में अफ़सरशाही का रसूख किस कदर बढ़ चुका है। ऐसे में जब राज्य स्तर के दिग्गज मंत्रियों की सुनवाई अफ़सरों के सामने कटघरे में हो, तो बैतूल में एक महिला विधायक के साथ हुई प्रशासनिक बदसलूकी इसी प्रशासनिक तानाशाही की अगली कड़ी नजर आती है।
बड़ा सवाल क्या लोकतंत्र में संतुलन की आवश्यकता नहीं ?
लोकतांत्रिक व्यवस्था में जनप्रतिनिधि जनता की आवाज का प्रतिनिधित्व करते हैं, जबकि कार्यपालिका (नौकरशाही) की जिम्मेदारी शासन की योजनाओं को पारदर्शिता से लागू करना है। जब इन दोनों स्तंभों के बीच संतुलन बिगड़ने लगता है, तो इसका सीधा असर आम जनता और क्षेत्र के विकास कार्यों पर पड़ता है।
अब यह देखना महत्वपूर्ण होगा कि राज्य शासन और वरिष्ठ प्रशासनिक अधिकारी इस मामले का संज्ञान लेकर संबंधित दोषी अधिकारियों पर क्या कार्रवाई करते हैं, ताकि प्रशासनिक पारदर्शिता और जनप्रतिनिधियों के सम्मान की रक्षा की जा सके।

This thought by the famous political thinker John Taylor F. Caroline appears increasingly relevant in the current administrative and political corridors of Madhya Pradesh. A recent incident from Betul district has sparked a fresh debate regarding the state's administrative setup and the protocol of elected representatives. The question being raised is: Has the bureaucratic machinery begun to overshadow the rights and dignity of the representatives elected by the people?
Betul district of Madhya Pradesh is not merely an ordinary tribal-dominated region; it is a highly powerful and influential epicenter of the state's politics. Betul happens to be the strong political bastion of BJP State President Hemant Khandelwal, as well as the primary political base and identity of Union Minister of State Durgadas Uikey. In such a high-profile district—where the biggest centers of party organization and governance reside—the public humiliation of an elected tribal woman MLA of the ruling party by a block-level officer by disregarding administrative protocol is not just a localized mismanagement. This incident directly raises a critical question: When the bureaucracy has become so indifferent and unbridled even in the home turf of the State BJP President and a Union Minister, what would be the state of affairs for ordinary citizens and public representatives in other parts of the state?
Who is the Current MLA, Ganga Sajjan Singh Uikey?
Ganga Sajjan Singh Uikey, the current Bharatiya Janata Party MLA from the Ghoradongri assembly constituency of Betul district, is the wife of former BJP MLA, the late Sajjan Singh Uikey ("Guruji"). Having been a teacher herself, she has also served as a member of the Madhya Pradesh State Women's Commission, giving her rich experience in women's rights, administrative functioning, and public issues. Today, she is strongly carrying forward her husband's social and political legacy. Her late husband, Sajjan Singh Uikey, was an immensely popular leader in the region, affectionately called "Guruji" by the locals due to his teaching background. Late Guruji was a fearless and spirited leader who fought relentlessly for the rights of the general public and tribal communities. Taking to the streets against the arbitrariness of officers, staging road blockades, and keeping the bureaucracy in check to amplify the voice of the people was his signature identity. Following his passing on March 19, 2016, MLA Ganga Sajjan Singh Uikey has taken charge of this fiery legacy, administrative experience, and public dedication, continuing the fight for the rights of the people of her region today.
What Was the Entire Incident?
An official review meeting was convened in the hall of the Shahpur Janpad Panchayat in Betul district regarding the admission process for vacant seats in hostels and ashrams under the Tribal Affairs Department, as well as academic quality. Regional BJP MLA Ganga Sajjan Singh Uikey (who comes from a tribal community and is a former teacher) was invited to this meeting.
However, a clear violation of prescribed administrative protocol came to light during the meeting. Despite prior information regarding the MLA's arrival, proper seating arrangements were not made available to her. Displeased by this utter neglect and mismanagement, the woman MLA boycotted the meeting.
Following the event, photographs shared by Scheduled Tribes Commission member Mangal Singh Dhurve revealed that the established rules were not followed during the meeting:
As per regulations, only authorized members of the Janpad Education Committee and department principals were supposed to attend the meeting. However, it is alleged that under the patronage of the Block Education Officer (BEO G.R. Barde), several unauthorized and influential individuals occupied the main seats.
Local reports also indicate that certain employees operating under the protection of the BEO office have been acting against rules. On July 16 itself, the MLA had written a letter to the District Collector demanding an inquiry into the concerned officer's work style, irregularities in hostel admissions, declining education standards, and his removal from the post.
Even after two weeks of submitting the letter, no concrete disciplinary action has been taken by the district administration, leading to growing resentment among local citizens and public representatives.
Who is BEO Gulab Rao Barde?
The administrative tenure of Shahpur In-Charge Block Education Officer (BEO) Gulab Rao Barde has been shrouded in serious irregularities, corruption, and controversies. According to sources and media reports, before becoming BEO, when he was posted as the High School Principal under Kundi Panchayat in Betul district, he was the primary accused in the infamous case where the service books of nearly a dozen employees were destroyed by termites. Despite this, after such an 'irregularity-ridden tenure', senior administrative officials promoted him and handed him the charge of BEO.
Prior to this, while serving as the in-charge principal at the Eklavya Adarsh Residential School, his name emerged as a collaborator alongside then-principal Pankaj Sharan in a sensitive CCTV camera incident involving minor tribal female students. Even while holding the BEO position, serious harassment charges were leveled against him by a newly appointed differently-abled woman employee of his own block, who submitted complaints ranging from the District Collector to the Divisional Commissioner. However, it is alleged that owing to administrative collusion and high-handedness, he was granted immunity every time. According to media reports, in the CCTV case involving young girls, MLA Ganga Sajjan Singh Uikey herself utilized her constitutional authority to issue strict orders for an immediate FIR, yet such is the state of administrative arbitrariness that to this day, no action has been taken against the accused.
Youth Congress leader Upendra Verma from the Ghoradongri assembly constituency launched a direct attack on the BJP government, stating: "If a person occupying a constitutional position can be insulted by a lower-level officer, it is not merely a lapse. The public knows very well the extent to which a government that makes grand promises in the name of tribals and women—while plagued by internal infighting—can stoop for its political interests. The insult of an elected woman MLA is an insult to the entire state, and we strongly condemn it." He further shared that this July 15 incident unfolded right before their eyes, as the Congress had organized a farmers' rally from the Janpad premises on that very day, where all their office bearers along with District President Nilay Daga were present at the spot.
State-Level Political Landscape and Reactions
This incident in Betul is no longer confined to a regional dispute; it raises serious questions about the entire administrative model of Madhya Pradesh:
Lack of Administrative Coordination Within the Ruling Party: There has been a persistent debate in the state regarding complaints of public representatives being ignored by the administration. This incident involving a tribal woman MLA belonging to the ruling party itself has put a major question mark on the state of administrative coordination.
Attacks from the Opposition: Reacting to the matter, senior Congress leader Pandit Narendra Mishra stated that such behavior toward public representatives is contrary to democratic decorum. He alleged that if the voice of an elected representative is being ignored, one can easily imagine the plight of ordinary citizens seeking a hearing.
Stance of Local Representatives: Local representatives, including Janpad member Sudhir Nayak, expressed strong objections to the BEO's working style. They believe that disregarding the MLA's protocol despite clear government guidelines reflects administrative despotism.

This is not the first instance in Madhya Pradesh highlighting the unbridled attitude of administrative officers and the neglect of public representatives. Senior Cabinet Minister Kailash Vijayvargiya himself publicly questioned the functioning of officers in his own government. Expressing his anguish openly, he had stated, "Officers do not listen to us, and public representatives are not being given adequate opportunity to work." Such a statement coming from a stature as prominent as his serves as clear proof of how deeply bureaucracy has entrenched its influence in the state. When the grievances of state-level veteran ministers stand questioned before officers, the administrative misconduct faced by a woman MLA in Betul appears to be the next link in this chain of administrative high-handedness.
The Big Question: Is There No Need for Balance in a Democracy?
In a democratic framework, public representatives embody the voice of the people, whereas the executive (bureaucracy) is tasked with implementing government schemes with transparency. When the balance between these two pillars begins to falter, it directly impacts the general public and regional development works.
It remains to be seen how the state government and senior administrative officers take cognizance of this matter and what punitive action is initiated against the guilty officials to uphold administrative transparency and safeguard the dignity of elected representatives.
