27वें कारगिल विजय दिवस समारोह में रक्षा नीति, आतंकवाद पर जीरो टॉलरेंस और जम्मू-कश्मीर के विकास पर रखी बात

केन्द्रीय विज्ञान एवं प्रौद्योगिकी, पृथ्वी विज्ञान राज्य मंत्री (स्वतंत्र प्रभार) तथा प्रधानमंत्री कार्यालय में राज्य मंत्री डॉ. जितेंद्र सिंह ने 27वें कारगिल विजय दिवस के अवसर पर आयोजित एक कार्यक्रम को संबोधित करते हुए भारत के विभाजन को ऐतिहासिक भूल करार दिया। उन्होंने कहा कि भारत और पाकिस्तान के बीच अब एकमात्र लंबित मुद्दा पाकिस्तान के कब्जे वाले जम्मू-कश्मीर (PoJK) को वापस लेना है।

यह वक्तव्य नई दिल्ली स्थित कश्मीरी सांस्कृतिक केंद्र में 'जम्मू-कश्मीर पीपल्स फोरम' और 'पीओजेके यूथ फोरम' के संयुक्त तत्वावधान में आयोजित कारगिल विजय दिवस समारोह के दौरान दिया गया। इस कार्यक्रम में नई दिल्ली की सांसद बांसुरी स्वराज मुख्य अतिथि के रूप में उपस्थित रहीं, जबकि कारगिल युद्ध के पूर्व सैनिक कर्नल के.के. शर्मा ने कार्यक्रम की अध्यक्षता की।

समारोह को संबोधित करते हुए केंद्रीय मंत्री ने कहा कि पिछले एक दशक में भारत की राष्ट्रीय सुरक्षा नीति में बड़ा रणनीतिक बदलाव आया है। देश अब प्रतिक्रियात्मक दृष्टिकोण से आगे बढ़कर सक्रिय और निर्णायक जवाबी कार्रवाई की रणनीति पर काम कर रहा है। सरकार द्वारा आतंकवाद के प्रति 'जीरो टॉलरेंस' (Zero Tolerance) की नीति अपनाई गई है, जिससे सीमा प्रबंधन मजबूत हुआ है और सुरक्षा बलों का मनोबल बढ़ा है।KargilVijayDiwas, PoJK, NationalSecurity

1999 के कारगिल युद्ध के संदर्भ पर बात करते हुए डॉ. जितेंद्र सिंह ने कहा कि इसे विभाजन से शुरू हुई घटनाओं की श्रृंखला के रूप में देखा जाना चाहिए। विभाजन के कारण लाखों लोगों को विस्थापन और दशकों की दुश्मनी झेलनी पड़ी। उन्होंने 1994 के सर्वसम्मति से पारित संसदीय प्रस्ताव का उल्लेख करते हुए दोहराया कि PoJK भारत का अभिन्न अंग है और दोनों देशों के बीच यही एकमात्र अनसुलझा विषय है।

कार्यक्रम के दौरान केंद्रीय मंत्री ने जम्मू-कश्मीर में चल रही प्रमुख अवसंरचना परियोजनाओं, जैसे— कश्मीर घाटी के लिए रेल संपर्क, विश्व के सबसे ऊंचे रेलवे ब्रिज, नए एम्स (AIIMS) संस्थानों और सिंचाई योजनाओं का जिक्र किया। उन्होंने कहा कि क्षेत्र में स्थायी शांति से विकास की गति तेज हुई है।

इसके साथ ही उन्होंने देश के रक्षा उत्पादन में बढ़ती आत्मनिर्भरता और भारत के रक्षा उपकरणों के निर्यातक के रूप में उभरने की बात भी रेखांकित की।

समारोह के अंत में 1999 के कारगिल युद्ध में सर्वोच्च बलिदान देने वाले वीर सैनिकों को श्रद्धांजलि अर्पित की गई और युवा पीढ़ी से उनके साहस एवं देशभक्ति से प्रेरणा लेने का आह्वान किया गया।

Spoke on Defense Policy, Zero Tolerance on Terrorism, and the Development of Jammu & Kashmir at the 27th Kargil Vijay Diwas Event

Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science and Technology and Earth Sciences, and Minister of State in the Prime Minister's Office, termed the Partition of India a "historic blunder" while addressing an event organized to mark the 27th Kargil Vijay Diwas. He stated that the only remaining unresolved issue between India and Pakistan is the retrieval of Pakistan-occupied Jammu and Kashmir (PoJK).

This statement was made during the Kargil Vijay Diwas celebrations held at the Kashmiri Cultural Centre in New Delhi, organized jointly by the 'Jammu-Kashmir People's Forum' and the 'PoJK Youth Forum'. New Delhi MP Bansuri Swaraj attended the event as the chief guest, while Kargil War veteran Colonel K.K. Sharma presided over the proceedings.

Addressing the gathering, the Union Minister noted a significant strategic shift in India's national security policy over the last decade. The country has moved beyond a reactive approach to adopt a strategy of proactive and decisive counter-action. The government has implemented a 'Zero Tolerance' policy towards terrorism, which has strengthened border management and boosted the morale of the security forces.

Reflecting on the 1999 Kargil War, Dr. Jitendra Singh stated that it should be viewed as part of a chain of events stemming from the Partition. The Partition forced millions to endure displacement and decades of hostility. Citing the unanimous parliamentary resolution of 1994, he reiterated that PoJK is an integral part of India and remains the only unresolved issue between the two nations.

During the event, the Union Minister highlighted major infrastructure projects underway in Jammu and Kashmir, such as rail connectivity to the Kashmir Valley, the world's highest railway bridge, new AIIMS institutes, and irrigation schemes. He remarked that lasting peace in the region has accelerated the pace of development.

He also underscored the country's growing self-reliance in defense production and India's emergence as an exporter of defense equipment. At the conclusion of the ceremony, tributes were paid to the brave soldiers who made the supreme sacrifice during the 1999 Kargil War, and the younger generation was urged to draw inspiration from their courage and patriotism.
