The BRICS Agriculture Ministers and official-level meetings, chaired by the Union Minister for Agriculture, Farmers’ Welfare, and Rural Development, Shri Shivraj Singh Chouhan, concluded today in Indore with the unanimous adoption of the historic 'Indore Declaration'. Amid global crises and economic uncertainties, the declaration outlines a comprehensive roadmap aimed at strengthening food security, farmer welfare, climate-resilient farming, agricultural trade, and digital agriculture.

Addressing a press conference, Union Minister Shri Shivraj Singh Chouhan stated that this BRICS meeting sends a powerful message of hope, confidence, and collective responsibility to the world. He highlighted that BRICS nations collectively represent nearly half of the world’s population, control about 42% of global agricultural land, and contribute approximately 42% to global foodgrain production, making their unified voice an influential force on the international stage.

'Indore Declaration': A Farmer-Centric Global Charter

Shri Chouhan informed that the centerpiece of the 'Indore Declaration' is the welfare of the farmer. The charter records a shared commitment to advance food security, nutrition, sustainable livelihoods, and agricultural innovation by keeping small and marginal farmers at the core of all policies. The Minister emphasized that this document is not merely a formal agreement but a symbol of the collective will of BRICS nations to translate these initiatives into impactful ground reality.

Four New Institutional Frameworks and Global Networks

To foster seamless cooperation, member nations have agreed to establish four groundbreaking global networks:

1. BRICS Network of Centres of Excellence on Agro-Ecology and Regenerative Agriculture: This will serve as a platform for joint research, knowledge transfer, and capacity building in natural, organic, and regenerative farming. In India, the Indian Institute of Farming Systems Research, Modipuram, has been designated as a key Centre of Excellence under this network.

2. BRICS Network on Digital Agriculture: Aimed at bridging modern technology and traditional farming, this network will spearhead cooperation in Artificial Intelligence (AI), geospatial technology, and digital public infrastructure. IIT Delhi will coordinate this network from India.

3. Global Forum on Farmers’ Rights in Seed Systems: This forum is dedicated to safeguarding farmers’ seed rights, indigenous seed diversity, and traditional agricultural knowledge against modern ecological challenges.

4. BRICS AgriN (Agro Input, Genetic Resources, and Information Network): This network will enhance technical cooperation and information exchange regarding high-quality seeds, genetic resources, and agricultural inputs, specifically benefiting resource-constrained nations and smallholders.

Affordable Inputs and Tech Accessibility for Small Farmers

Addressing concerns over rising global input costs, the Union Minister categorically stated that under the leadership of Prime Minister Shri Narendra Modi, the Central Government is bearing the entire financial burden of increased global fertilizer costs. Farmers in India will continue to receive Urea at ₹266 per bag and DAP at ₹1,350 per bag. Furthermore, to make advanced technologies like drones and modern machinery accessible to small and marginal farmers who cannot afford expensive equipment, the government is expanding the network of Custom Hiring Centres on a rental model.

The Future Roadmap: Youth, Women, and 'Lab to Land'

The joint declaration underscores that long-term transformation in agriculture is impossible without the active participation of youth and women. The Minister noted that India’s vibrant agri-startup ecosystem is a testament to youth-led innovation in farming.

Additionally, the existing BRICS Agricultural Research Platform will be upgraded into a functional ‘Knowledge to Action Hub’. This transition will operationalize a strict 'Lab to Land' model, ensuring that agricultural research does not remain confined to laboratories but reaches farmers' fields rapidly to optimize yields.

Lauding the event as a textbook success of the 'Whole of Government Approach' and 'Team India', Shri Chouhan expressed his gratitude to the Government of Madhya Pradesh and the people of Indore for their warm hospitality. Marking the conclusion of this historic summit, delegates from all member countries participated in Prime Minister Modi's ‘Ek Ped Maa Ke Naam’ campaign by planting trees to establish the 'BRICS Vatika' at Meghdoot Garden.

प्रेस कॉन्फ्रेंस को संबोधित करते हुए केंद्रीय मंत्री श्री शिवराज सिंह चौहान ने कहा कि यह बैठक दुनिया के लिए उम्मीद और सामूहिक जिम्मेदारी का एक मजबूत संदेश लेकर आई है। उन्होंने स्पष्ट किया कि ब्रिक्स देश मिलकर दुनिया की लगभग आधी आबादी का प्रतिनिधित्व करते हैं, जिनके पास वैश्विक कृषि भूमि का 42 प्रतिशत हिस्सा है और वे विश्व के कुल खाद्यान्न उत्पादन में 42 प्रतिशत का योगदान देते हैं।

'इंदौर घोषणापत्र': किसानों को केंद्र में रखने वाला वैश्विक चार्टर

श्री चौहान ने बताया कि व्यापक विचार-विमर्श के बाद तैयार किए गए इस संयुक्त घोषणापत्र के केंद्र में 'किसान' हैं। खाद्य सुरक्षा, पोषण, आजीविका, नवाचार और टिकाऊ कृषि विकास को बढ़ावा देने के लिए सभी सदस्य देशों ने अपनी साझा प्रतिबद्धता दर्ज की है। उन्होंने जोर देकर कहा कि यह दस्तावेज केवल एक समझौता पत्र नहीं है, बल्कि धरातल पर काम करने का एक मजबूत संकल्प है।

चार नई संस्थागत पहल (ग्लोबल नेटवर्क) की शुरुआत

बैठक के दौरान कृषि क्षेत्र में वैश्विक सहयोग बढ़ाने के लिए चार महत्वपूर्ण नेटवर्क और मंच स्थापित करने पर सहमति बनी:

1. कृषि-पारिस्थितिकी और पुनर्योजी कृषि के लिए उत्कृष्टता केंद्र नेटवर्क: यह नेटवर्क प्राकृतिक, जैविक और पुनर्योजी कृषि पद्धतियों पर संयुक्त अनुसंधान (Joint Research) और ज्ञान साझा करने का एक मंच बनेगा। भारत में 'भारतीय कृषि प्रणाली अनुसंधान संस्थान, मोदीपुरम' को इस नेटवर्क के तहत उत्कृष्टता केंद्र के रूप में महत्वपूर्ण भूमिका दी गई है।

2. डिजिटल कृषि पर ब्रिक्स नेटवर्क: यह नेटवर्क आर्टिफिशियल इंटेलिजेंस (AI), भू-स्थानिक प्रौद्योगिकी और डिजिटल पब्लिक इंफ्रास्ट्रक्चर के माध्यम से आधुनिक तकनीक को सीधे किसानों तक पहुंचाएगा। भारत में आईआईटी दिल्ली (IIT Delhi) इस नेटवर्क का समन्वय करेगा।

3. बीज प्रणालियों में किसानों के अधिकारों पर वैश्विक मंच: इसका उद्देश्य पारंपरिक ज्ञान, स्वदेशी बीजों की विविधता और किसानों के बीज अधिकारों की रक्षा करना है, ताकि जलवायु परिवर्तन के इस दौर में हमारी जैव विविधता सुरक्षित रहे।

4. ब्रिक्स एग्रीन (BRICS AgriN): यह कृषि इनपुट, बीज और आनुवंशिक संसाधनों के क्षेत्र में सूचनाओं के आदान-प्रदान और तकनीकी सहयोग को मजबूत करेगा, जिससे विशेष रूप से छोटे किसानों को लाभ होगा।

लघु किसानों को तकनीक और सस्ती खाद की गारंटी

केंद्रीय मंत्री ने बताया कि वैश्विक संकटों और कच्चे माल की बढ़ती कीमतों के बावजूद प्रधानमंत्री श्री नरेंद्र मोदी के नेतृत्व में केंद्र सरकार किसानों पर कोई अतिरिक्त बोझ नहीं आने दे रही है। यूरिया की बोरी ₹266 और डीएपी (DAP) की बोरी ₹1,350 की सस्ती दरों पर मिलती रहेगी; बढ़ी हुई लागत का पूरा बोझ सरकार उठा रही है। इसके अलावा, छोटे और सीमांत किसानों तक ड्रोन जैसी महंगी तकनीक पहुँचाने के लिए देश भर में 'कस्टम हायरिंग सेंटर्स' (किराए पर मशीनरी देने वाले केंद्र) को बढ़ावा दिया जा रहा है।

भावी दिशा: युवा, महिलाएँ और 'लैब टू लैंड' मॉडल

बैठक में यह भी सहमति बनी कि कृषि क्षेत्र में लंबे समय के बदलाव के लिए युवाओं और महिलाओं की भागीदारी अनिवार्य है। भारत में एग्री-स्टार्टअप्स और एग्री-बिजनेस के माध्यम से युवा इस क्षेत्र में तेजी से आगे आ रहे हैं। इसके साथ ही, 'ब्रिक्स कृषि अनुसंधान मंच' को और मजबूत कर उसे 'नॉलेज टू एक्शन हब' के रूप में विकसित किया जाएगा, ताकि प्रयोगशालाओं में होने वाले अनुसंधान जल्द से जल्द किसानों के खेतों तक पहुँच सकें।

इस सफल आयोजन को 'टीम इंडिया' और 'होल ऑफ गवर्नमेंट अप्रोच' का एक जीवंत उदाहरण बताते हुए केंद्रीय मंत्री ने मध्य प्रदेश सरकार और मालवा की मेहमाननवाज़ी की सराहना की। बैठक के अंत में सभी सदस्य देशों के प्रतिनिधियों ने इंदौर के मेघदूत गार्डन में पौधे लगाकर 'ब्रिक्स वाटिका' की स्थापना भी की।
