नई दिल्ली, 22 जून 2026 अल्पसंख्यक कार्य मंत्रालय ने आज आधिकारिक तौर पर हज नीति 2027 की घोषणा कर दी है। केंद्रीय अल्पसंख्यक कार्य एवं संसदीय कार्य मंत्री किरेन रीजीजू द्वारा नीति जारी किए जाने के साथ ही हज कमेटी ऑफ इंडिया ने आगामी हज यात्रा के लिए इच्छुक तीर्थयात्रियों से आवेदन आमंत्रित करना शुरू कर दिया है।
आवेदन प्रक्रिया को अधिक सरल, सुलभ और पारदर्शी बनाने के लिए डिजिटल माध्यमों पर जोर दिया गया है। इच्छुक आवेदक हज कमेटी ऑफ इंडिया के आधिकारिक पोर्टल (hajcommittee.gov.in) के साथ-साथ 'हज सुविधा ऐप' (Haj Suvidha App) के माध्यम से भी ऑनलाइन आवेदन कर सकते हैं।
मुख्य बिंदु और कोटा आवंटन
कोटा वितरण: हज कमेटी ऑफ इंडिया और निजी क्षेत्र (Private Sector) के बीच सीटों का वितरण पिछले वर्षों की तरह 70:30 के अनुपात में रहेगा। इसके तहत हज कमेटी के पास 1,22,518 सीटें और निजी क्षेत्र के लिए 52,507 सीटें निर्धारित की गई हैं।
कोटा बढ़ाने के प्रयास: पिछले वर्ष भारत का कुल हज कोटा 1,75,025 था। सरकार इस वर्ष भारतीय तीर्थयात्रियों के लिए इस कोटे को और बढ़ाने के लिए प्रयास कर रही है।
समय पर तैयारी: यह घोषणा 18 जून 2026 को हुई हज समीक्षा बैठक के बाद की गई है। सऊदी अरब साम्राज्य द्वारा निर्धारित समय-सीमा के पालन और बेहतर तैयारियों के लिए नीति और आवेदन प्रक्रिया को समय से पहले शुरू किया गया है।
तीर्थयात्रियों के लिए नई सुविधाएं और बदलाव
नीति में तीर्थयात्रियों की सुरक्षा, आराम और गरिमा को प्राथमिकता दी गई है। पिछले वर्ष की सफल पहलों जैसे मीना में सोफा-कम-बेड, मक्का-मदीना के बीच हाई-स्पीड ट्रेन, मक्का में होटल जैसी आवास व्यवस्था और 20 दिवसीय शॉर्ट हज पैकेज को इस बार भी जारी रखा गया है।
इस वर्ष किए गए प्रमुख बदलाव निम्नलिखित हैं:
ऑन-ग्राउंड सहायता में सुधार: तीर्थयात्रियों की सहायता के लिए 'स्टेट हज इंस्पेक्टर' के अनुपात को सुधारा गया है। अब प्रति 150 तीर्थयात्रियों के स्थान पर 135 तीर्थयात्रियों पर एक इंस्पेक्टर तैनात रहेगा।
प्रतीक्षा सूची (Waitlist) को प्राथमिकता: हज-2026 की अंतिम प्रतीक्षा सूची में शामिल शीर्ष 20 प्रतिशत आवेदकों को इस बार प्राथमिकता दी जाएगी।
शॉर्ट हज पैकेज का विस्तार: इस पैकेज की बढ़ती मांग को देखते हुए अब कोलकाता को भी एक अतिरिक्त प्रस्थान बिंदु (Embarkation Point) के रूप में शामिल किया गया है।
सख्त चिकित्सा जांच: तीर्थयात्रियों के स्वास्थ्य और सुरक्षा के मद्देनजर चिकित्सा स्क्रीनिंग को सऊदी अरब के दिशा-निर्देशों के अनुरूप कड़ा किया गया है। गंभीर क्रोनिक बीमारियों से पीड़ित व्यक्तियों को यात्रा की अनुमति नहीं दी जाएगी।
आर्टिफिशियल इंटेलिजेंस (AI) का उपयोग
मंत्रालय इस बार हज प्रबंधन को डिजिटल रूप से मजबूत करने के लिए चरणबद्ध तरीके से आर्टिफिशियल इंटेलिजेंस (AI) तकनीकों को लागू कर रहा है: HajPolicy2027, PilgrimFacilities, AIinHajManagement
दस्तावेज़ सत्यापन और उड़ान आवंटन: आवेदनों की जांच और प्रस्थान बिंदुओं पर उड़ानों के आवंटन के लिए AI का उपयोग किया जाएगा।
बहुभाषी AI चैटबॉट: तीर्थयात्रियों की सहायता के लिए एक संवादात्मक AI असिस्टेंस प्रणाली शुरू की जा रही है। यह हिंदी, उर्दू और अन्य प्रमुख क्षेत्रीय भाषाओं में वॉयस या टेक्स्ट के माध्यम से चौबीसों घंटे सहायता प्रदान करेगी।
नुसुक (Nusuk) प्लेटफॉर्म से एकीकरण: भारतीय और सऊदी अरब की प्रणालियों के बीच बेहतर समन्वय के लिए इसे सऊदी अरब के 'नुसुक प्लेटफॉर्म' से जोड़ने की योजना है, जिससे तीर्थयात्रियों को वास्तविक समय (Real-time) पर सटीक जानकारी मिल सकेगी।
मंत्रालय ने सभी पात्र आवेदकों से निर्धारित समय-सीमा के भीतर आवेदन करने की अपील की है और संबंधित एजेंसियों को इस पूरी प्रक्रिया को पारदर्शी और सुगम बनाने के निर्देश दिए हैं।
Government of India Announces Haj Policy 2027; Haj Committee Invites Applications
New Delhi, June 22, 2026: The Ministry of Minority Affairs today officially announced the Haj Policy 2027. Following the release of the policy by Union Minister of Minority Affairs and Parliamentary Affairs, Kiren Rijiju, the Haj Committee of India has commenced inviting applications from prospective pilgrims for the upcoming pilgrimage.
To make the application process flexible, simpler, and more accessible, digital platforms are being heavily utilized. Prospective pilgrims can apply online through the official portal of the Haj Committee of India (hajcommittee.gov.in) as well as the 'Haj Suvidha App'.
Key Highlights and Quota Allocation
Quota Distribution: The distribution of the quota between the Haj Committee of India and the private sector will remain unchanged at a 70:30 ratio. Under this, 1,22,518 seats are allocated to the Haj Committee of India and 52,507 seats to the private sector.
Efforts to Increase Quota: Last year, India's total Haj quota stood at 1,75,025. The Government of India is actively making efforts to further increase the Haj quota for Indian pilgrims this year.
Timely Preparation: The announcement follows a Haj Review Meeting chaired by the Union Minister on June 18, 2026. The early release of the policy ensures timely preparation and strict adherence to the timelines prescribed by the Kingdom of Saudi Arabia.
New Facilities and Key Changes for Pilgrims
The policy reinforces sustained efforts to make the pilgrimage comfortable, safe, and dignified. Pilgrim-centric initiatives from the previous year—such as sofa-cum-beds in Mina, high-speed train travel between Makkah and Madinah, hotel-style accommodation in Makkah, and the 20-day Short Haj Package—are being retained.
Key changes introduced in Haj Policy 2027 include:
Enhanced On-Ground Assistance: To improve on-ground support, the State Haj Inspector ratio has been strengthened from one inspector for every 150 pilgrims to one inspector for every 135 pilgrims.
Priority for Waitlisted Applicants: To ensure fairness, preference will be given to the top 20% of the final waitlisted applicants from Haj-2026.
Expansion of Short Haj Package: In view of strong regional demand, Kolkata has been included as an additional embarkation point for the Short Haj Package.
Strict Medical Screening: Aligning with Saudi medical guidelines, health checks have been strengthened to ensure that individuals with chronic medical conditions are not cleared for departure, prioritizing pilgrim safety.
Integration of Artificial Intelligence (AI)
The Ministry is introducing an emerging set of AI interventions for phased implementation to ensure a technology-enabled Haj management system:
Document Verification and Flight Allocation: AI will assist in application and document verification, alongside demand modeling for flight allocation across various embarkation points.
Conversational AI Assistance: A round-the-clock conversational AI support system will be launched in Hindi, Urdu, and major regional languages. It will guide pilgrims via voice or text through every stage, including form submission, payments, and emergency assistance.
Integration with Saudi Nusuk Platform: The system is planned to integrate seamlessly with Saudi Arabia's Nusuk platform, ensuring real-time information sharing and seamless coordination between Indian and Saudi systems.
The Union Minister has urged all eligible pilgrims to apply within the prescribed timelines and directed the Haj Committee of India and concerned agencies to ensure a smooth, hassle-free, and transparent application process.
