राष्ट्रीय मानवाधिकार आयोग (NHRC) ने गुरुवार को उत्तर प्रदेश और पश्चिम बंगाल में मानवाधिकारों के गंभीर उल्लंघन के दो अलग-अलग मामलों पर स्वतः संज्ञान (suo motu) लिया है। आयोग ने दोनों राज्यों के शीर्ष अधिकारियों को नोटिस जारी कर दो सप्ताह के भीतर विस्तृत रिपोर्ट मांगी है।
पहला मामला उत्तर प्रदेश के मुजफ्फरनगर का है, जहां एक फैक्ट्री में 12 बंधुआ मजदूरों को बंधक बनाकर बेरहमी से पीटने और भूखा रखने का मामला सामने आया है। वहीं दूसरा मामला पश्चिम बंगाल के कोलकाता का है, जहां एक निर्माणाधीन गोदाम (warehouse) के ढहने से कम से कम 5 मजदूरों की मौत हो गई और 20 लोग घायल हैं।
मुजफ्फरनगर में दहशत: मजदूरों को डराने के लिए पिटबुल कुत्तों का इस्तेमाल
मुजफ्फरनगर के मंडी गांव में एक पेपर प्लेट बनाने वाली फैक्ट्री से 12 मजदूरों को छुड़ाया गया है, जिन्हें बेहद अमानवीय परिस्थितियों में बंधक बनाकर रखा गया था। ये मजदूर बिहार, राजस्थान, झारखंड और पड़ोसी देश नेपाल सहित विभिन्न राज्यों के रहने वाले हैं।
25 जून 2026 की मीडिया रिपोर्ट्स के मुताबिक, इन पीड़ितों को रेलवे स्टेशनों और बस स्टैंडों से अच्छी नौकरी, नियमित मजदूरी, भोजन और आवास का लालच देकर लाया गया था। फैक्ट्री पहुंचने के बाद उनके मोबाइल फोन और पहचान दस्तावेज कथित तौर पर जब्त कर लिए गए, ताकि वे अपने परिवारों से संपर्क न कर सकें।
मजदूर भाग न सकें, इसके लिए फैक्ट्री संचालक उन्हें डराने और धमकाने के लिए पिटबुल कुत्तों का इस्तेमाल करते थे। यह पूरा मामला तब सामने आया जब एक मजदूर किसी तरह वहां से भाग निकला और तितावी थाने में शिकायत दर्ज कराई, जिसके बाद पुलिस ने छापेमारी कर बाकी मजदूरों को मुक्त कराया।HumanRightsViolations, LaborRights, HumanTrafficking
मेडिकल रिपोर्ट और मौत का खुलासा: मजदूरों की मेडिकल जांच में शरीर पर फ्रैक्चर, गहरे घाव और गंभीर चोटों के निशान मिले हैं, जो लंबे समय तक हुए शारीरिक शोषण को दर्शाते हैं। पुलिस जांच में यह भी सामने आया है कि एक मजदूर की मौत हो चुकी है, और अब इस बात की जांच की जा रही है कि कहीं और मौतें तो नहीं हुईं।
यूपी प्रशासन को NHRC के निर्देश:
नोटिस जारी: उत्तर प्रदेश के मुख्य सचिव और पुलिस महानिदेशक (DGP) को नोटिस भेजकर दो सप्ताह में विस्तृत रिपोर्ट मांगी गई है।
मजिस्ट्रेट जांच: मुजफ्फरनगर के जिला मजिस्ट्रेट को बंधुआ श्रम प्रणाली (उन्मूलन) अधिनियम, 1976 और श्रम मंत्रालय के मानक संचालन प्रक्रिया (SOP) के तहत मामले की जांच करने का निर्देश दिया गया है।
पुनर्वास: मुक्त कराए गए मजदूरों का NHRC की एडवाइजरी 2.0 के तहत तुरंत ई-श्रम पोर्टल (e-Shram Portal) पर पंजीकरण करने का निर्देश दिया गया है।
कोलकाता त्रासदी: दोषपूर्ण बिल्डिंग प्लान ने ली 5 मजदूरों की जान
पश्चिम बंगाल के कोलकाता के ताराताला इलाके में 24 जून 2026 को एक निर्माणाधीन गोदाम की इमारत गिरने के मामले में भी NHRC ने कड़ा रुख अपनाया है। इस हादसे में कम से कम 5 निर्माण मजदूरों की मौत हो गई और 20 से अधिक लोग घायल हो गए, जब इमारत का कंक्रीट कास्टिंग और लोहे का ढांचा अचानक ढह गया।
मीडिया रिपोर्ट्स के मुताबिक, हादसे के वक्त करीब 40 मजदूर साइट पर काम कर रहे थे। शुरुआती जांच में आरोप लगाया गया है कि इमारत का स्वीकृत नक्शा (sanctioned building plan) दोषपूर्ण था, जिसके कारण यह बड़ा हादसा हुआ।
पश्चिम बंगाल प्रशासन को NHRC के निर्देश:
नोटिस जारी: पश्चिम बंगाल के मुख्य सचिव, कोलकाता पुलिस आयुक्त और नगर निगम आयुक्त को नोटिस जारी किया गया है।
जवाबदेही और मुआवजा: आयोग ने आपराधिक जांच की स्थिति के साथ-साथ यह भी पूछा है कि मृतक मजदूरों के परिजनों और घायल लोगों को कितना मुआवजा दिया गया है।

In the first incident, the apex rights body intervened following reports of 12 bonded labourers being held captive, assaulted, and starved at a paper plate manufacturing factory in Muzaffarnagar, Uttar Pradesh. In the second, the commission demanded accountability after an under-construction warehouse collapsed in Kolkata, leaving at least five labourers dead and 20 others injured.
Horror in Muzaffarnagar: Pit Bulls Used to Guard Tortured Labourers
In a chilling case reminiscent of medieval captivity, 12 labourers from various states—including Bihar, Rajasthan, Jharkhand, and neighboring Nepal—were rescued from a factory in Mandi village, Muzaffarnagar.
According to reports dated June 25, 2026, the victims were lured from railway stations and bus stands with promises of regular employment, food, and lodging. However, upon arrival, their mobile phones and identity documents were confiscated. For nearly one and a half years, they were forced to work until midnight without sufficient food or wages.
The factory operators allegedly used Pit Bull dogs to intimidate the workers and prevent them from escaping. The ordeal came to light after one labourer managed to escape and lodged a complaint at the Titawi Police Station, prompting a police raid.
Medical Findings & Alleged Deaths: A medical examination revealed severe physical abuse, including fractures, deep cuts, and extensive bruising. Alarmingly, police investigations have confirmed one death on the premises, and probes are underway to determine if there were more casualties.
NHRC Directives to Uttar Pradesh Authorities:
Notices Issued: Sent to the UP Chief Secretary and Director General of Police (DGP) for a comprehensive report within two weeks.
Magisterial Inquiry: The Muzaffarnagar District Magistrate has been directed to probe the matter under the Bonded Labour System (Abolition) Act, 1976, and the Ministry of Labour's Standard Operating Procedure (SOP).
Rehabilitation: Immediate registration of the rescued labourers on the e-Shram Portal as per NHRC’s Advisory 2.0.
Kolkata Tragedy: Faulty Building Plan Leads to 5 Deaths
In West Bengal, the NHRC took cognizance of a fatal structural collapse in the Taratala area of Kolkata on June 24, 2026. At least five construction workers were killed and 20 others injured when the concrete casting of an under-construction warehouse suddenly gave way, trapping several workers under heavy debris.
Preliminary media reports suggest that a faulty sanctioned building plan was the primary cause behind the structural failure. Around 40 labourers were on-site when the iron structure collapsed.
NHRC Directives to West Bengal Authorities:
Notices Issued: Sent to the West Bengal Chief Secretary, Kolkata Police Commissioner, and the Municipal Commissioner.
