नई दिल्ली: राजस्व खुफिया निदेशालय (DRI) ने प्रतिबंधित और खतरनाक सामानों के अवैध आयात के खिलाफ एक बड़ी कार्रवाई की है। डीआरआई ने चेन्नई और मुंबई बंदरगाहों के जरिए भारत में चीनी मूल के पटाखों की तस्करी के प्रयासों को सफलतापूर्वक नाकाम कर दिया है। इस पूरी कार्रवाई के दौरान करीब 35 करोड़ रुपये मूल्य के चीनी पटाखे जब्त किए गए हैं और कुल 12 आरोपियों को गिरफ्तार किया गया है।
चेन्नई पोर्ट पर दो कंटेनर जब्त
खुफिया जानकारी के आधार पर कार्रवाई करते हुए डीआरआई के अधिकारियों ने चीन से आए 40-40 फीट के दो संदिग्ध कंटेनरों को रोका। इन कंटेनरों को आयात दस्तावेजों में "ट्रॉली बैग" और "स्प्रेयर" के रूप में घोषित किया गया था। हालांकि, गहन जांच के दौरान अधिकारियों ने पाया कि घोषित सामान के पीछे छुपाकर लगभग 46,000 पीस चीनी पटाखे और आतिशबाजी का सामान रखा गया था।
सीएफएस स्टाफ की मिलीभगत का खुलासा
एक अन्य मामले में, डीआरआई द्वारा विकसित खुफिया इनपुट के आधार पर चेन्नई सीमा शुल्क (Customs) ने 18.7 मीट्रिक टन चीनी पटाखों की clandestine (गुप्त) निकासी करने वाले एक बड़े सिंडिकेट का पर्दाफाश किया। जांच में सामने आया कि पटाखों से लदे इस कंटेनर को सीमा शुल्क विभाग की अनुमति के बिना कंटेनर फ्रेट स्टेशन (CFS) से अवैध रूप से बाहर ले जाया गया था। वहां पटाखों को उतारने के बाद, कंटेनर में दूसरा सामान भरकर उसे वापस सीएफएस में खड़ा कर दिया गया।
इस अवैध गतिविधि को सीएफएस के ही एक कर्मचारी की सक्रिय मिलीभगत से अंजाम दिया गया था। इस मामले में संलिप्त सीएफएस कर्मचारी सहित दो लोगों को गिरफ्तार किया गया है।
मुंबई में भी हुई बड़ी कार्रवाई
चेन्नई से पहले मई 2026 से ही डीआरआई द्वारा मुंबई में भी सिलसिलेवार अभियान चलाए जा रहे हैं। इसके तहत मुंबई में अब तक कुल 100 मीट्रिक टन से अधिक चीनी पटाखे जब्त किए जा चुके हैं। मुंबई के मामले में भी सीएफएस कर्मचारियों द्वारा तस्करी में मदद करने और कार्गो को बदलने के प्रयास की बात सामने आई है। इस मामले में सीएफएस के एक्सपोर्ट मैनेजर और तीन अन्य कर्मचारियों सहित कुल 10 लोगों को गिरफ्तार किया गया है।Firecracker Smuggling, National Security, DRI Operations
सार्वजनिक सुरक्षा के लिए गंभीर खतरा
भारत सरकार की विदेश व्यापार नीति के तहत पटाखों का आयात 'प्रतिबंधित' श्रेणी में आता है। इसके आयात के लिए विदेश व्यापार महानिदेशालय (DGFT) और पेट्रोलियम तथा विस्फोटक सुरक्षा संगठन (PESO) दोनों से वैध लाइसेंस की आवश्यकता होती है। इस तरह के खतरनाक सामानों का अवैध आयात सार्वजनिक सुरक्षा, राष्ट्रीय सुरक्षा, बंदरगाह के बुनियादी ढांचे और लॉजिस्टिक्स प्रणाली के लिए एक गंभीर खतरा पैदा करता है।
इस पूरे ऑपरेशन के माध्यम से डीआरआई ने सुरक्षा व्यवस्था को धता बताने वाले एक बड़े नेटवर्क को ध्वस्त करने में सफलता हासिल की है। मामले में आगे की जांच जारी है।
DRI Busts Firecracker Smuggling Syndicate: Chinese Firecrackers Worth Rs 35 Crore Seized in Chennai and Mumbai, 12 Arrested
New Delhi: In a major crackdown against the illicit import of hazardous contraband, the Directorate of Revenue Intelligence (DRI) has successfully foiled attempts to smuggle Chinese-origin fireworks and firecrackers into India through Chennai and Mumbai ports. The multi-city operations led to the cumulative seizure of Chinese firecrackers valued at approximately Rs 35 crore and the arrest of 12 individuals.
Major Seizures at Chennai Port
Acting on specific intelligence, DRI officers intercepted two 40-foot containers originating from China at the Chennai Port. The consignments were mis-declared in the import documents as "Trolley Bags" and "Sprayers." Upon a detailed physical examination, officers discovered nearly 46,000 pieces of firecrackers and fireworks ingeniously concealed behind the declared cover cargo.
CFS Staff Collusion Unearthed
In a separate case in Chennai, based on intelligence developed by the DRI, Chennai Customs unearthed a smuggling syndicate involved in the clandestine removal of 18.7 Metric Tons (MT) of Chinese-origin firecrackers.
The investigation revealed that the container carrying the contraband was illicitly moved out of the Container Freight Station (CFS) without valid Customs authorization. The firecrackers were offloaded at a different location, and the container was subsequently returned to the CFS after being substituted with alternative cargo. This illegal operation was facilitated with the active connivance of a CFS staff member. Two individuals, including the involved CFS employee, have been arrested in connection with this case.
Crackdown in Mumbai
This follows a series of ongoing operations conducted by the DRI in Mumbai since May 2026, which have led to the cumulative seizure of more than 100 MT of Chinese firecrackers. Similar to the Chennai case, the active involvement of CFS employees in facilitating the smuggling and attempting to substitute the cargo was detected in Mumbai as well. Ten individuals, including four CFS employees—one of whom held the position of Exports Manager—have been arrested.
Regulatory Restrictions and Public Safety
The import of firecrackers into India is classified under the 'Restricted' category of the ITC (HS) Classification of the Foreign Trade Policy. Any legal import requires valid licenses from both the Directorate General of Foreign Trade (DGFT) and the Petroleum and Explosives Safety Organization (PESO) under the Explosives Rules, 2008.
The DRI emphasized that the illegal import of such hazardous goods poses severe risks to public safety, national security, port infrastructure, and the overall shipping and logistics ecosystem. Further investigation into the smuggling network is underway.
