Editorial (Senior Editor Manoj Singh Kuswah): देश में पेट्रोल आयात पर निर्भरता कम करने और पर्यावरण सुधार के लक्ष्य के साथ शुरू किए गए एथेनॉल ब्लेंडिंग प्रोग्राम (EBP) को लेकर अब नीतिगत, आर्थिक और राजनीतिक स्तर पर बहस छिड़ गई है। महज कुछ हफ्तों के भीतर घरेलू बाजार में चीनी की खुदरा कीमतें ₹45 से बढ़कर ₹70 प्रति किलो तक पहुंचने के बाद विपक्ष और विश्लेषक सरकार की नीतियों पर सवाल उठा रहे हैं। आरोप लगाए जा रहे हैं कि ईंधनों में इथेनॉल मिश्रण की जल्दबाजी ने देश में चीनी की किल्लत और खाद्य सुरक्षा से जुड़ी चिंताएं पैदा कर दी हैं।

ब्राजील मॉडल की तर्ज पर भारत ने पेट्रोल में 20% इथेनॉल (E20) मिलाने का लक्ष्य तय किया था, जिसे एक प्रमुख 'ग्रीन एनर्जी' पहल के रूप में पेश किया गया। हालांकि, नीति आयोग की पूर्व रिपोर्टों में यह उल्लेख किया गया था कि गैर-E20 अनुकूल वाहनों में इस ईंधन के उपयोग से माइलेज में लगभग 6% तक की गिरावट आ सकती है। आयोग ने ग्राहकों को राहत देने के लिए ब्लेंडेड पेट्रोल के दाम सामान्य पेट्रोल से कम रखने का सुझाव भी दिया था।

इस बहस को तब और गति मिली जब सरकार के मुख्य आर्थिक सलाहकार (CEA) वी. अनंत नागेश्वरन ने इस नीति के कई पहलुओं पर चिंता व्यक्त की। उनके अनुसार, देश में चल रहे 7.5 से 8 करोड़ पुराने दोपहिया वाहन तकनीकी रूप से E20 ईंधन के लिए अनुकूल नहीं हैं, जिसके चलते E10 (10% ब्लेंड) पेट्रोल का विकल्प भी पेट्रोल पंपों पर उपलब्ध कराया जाना चाहिए। इसके अतिरिक्त, उन्होंने चेतावनी दी कि 20% से अधिक ब्लेंडिंग को आगे बढ़ाने से खाद्य सुरक्षा, जल संकट, चीनी, खाद्य तेल और पशु आहार की उपलब्धता पर प्रतिकूल असर पड़ सकता है।

'शुगर स्कैम' के आरोप और विपक्षी रुख

समाजवादी पार्टी प्रमुख अखिलेश यादव समेत कई विपक्षी नेताओं ने इस मुद्दे को उठाते हुए सरकार से सवाल किए हैं कि नीतिगत खामियों के बावजूद इसे आक्रामक तरीके से क्यों लागू किया जा रहा है। वहीं, एक्टिविस्ट तहसीन पूनावाला ने मामले में सीबीआई जांच की मांग करते हुए आरोप लगाया है कि घरेलू बफर स्टॉक की अनदेखी कर मिलों को बड़े पैमाने पर फ्यूल-ग्रेड इथेनॉल बनाने की छूट दी गई, जिससे बाजार में चीनी का कृत्रिम संकट पैदा हुआ।

सरकार का पक्ष और आधिकारिक आंकड़े

इन सभी आरोपों और चिंताओं को खारिज करते हुए केंद्रीय खाद्य मंत्रालय ने आधिकारिक आंकड़े साझा किए हैं। खाद्य सचिव संजीव चोपड़ा के अनुसार:

  • चीनी डायवर्जन में कमी: इथेनॉल निर्माण के लिए गन्ने के रस/चीनी का डायवर्जन वर्ष 2022-23 के 12% से घटकर इस वर्ष लगभग 9% ही रह गया है।

  • अनाज आधारित इथेनॉल: देश का लगभग 75% इथेनॉल अब गन्ने के बजाय मक्के और गैर-खाद्य/खराब अनाज से तैयार किया जा रहा है।

  • कीमतों में उछाल की मुख्य वजहें: मंत्रालय के अनुसार चीनी महंगी होने के प्राथमिक कारण खराब मौसम के चलते गन्ने का कुल उत्पादन 343 लाख टन से घटकर 306 लाख टन रह जाना, फसलों में 'रेड रॉट' जैसी बीमारियां लगना, आगामी त्योहारी सीजन की मांग और कुछ मिलों व व्यापारियों द्वारा की जा रही जमाखोरी हैं।

सरकार का कहना है कि जमाखोरी और सट्टेबाजी पर नियंत्रण के लिए कदम उठाए जा रहे हैं, जबकि विशेषज्ञ आने वाले समय में खाद्य सुरक्षा और ईंधन नीति के बीच सटीक संतुलन बनाए रखने पर जोर दे रहे हैं।

New Delhi: A major economic and political debate has erupted over India's Ethanol Blending Programme (EBP), originally launched to curb crude oil import dependency and advance environmental goals. Within just a few weeks, domestic retail sugar prices surged from ₹45 to ₹70 per kilogram, prompting opposition leaders and market analysts to question government policy. Critics allege that an aggressive push toward ethanol blending has triggered a domestic sugar shortage and raised food security concerns.

Internal Warnings and Technical Challenges

Following the Brazilian model, India set an ambitious target of blending 20% ethanol into petrol (E20), promoted as a marquee green energy initiative. However, a 2021 NITI Aayog report had noted that using E20 fuel in non-compliant vehicles could lead to an approximate 6% drop in fuel efficiency. The report also recommended pricing blended fuel lower than regular petrol to provide relief to consumers.

The debate intensified after Chief Economic Adviser (CEA) V. Anantha Nageswaran raised serious concerns regarding the policy:

  • Vehicle Compatibility: Around 75 to 80 million older two-wheelers on Indian roads are technically incompatible with E20 fuel, underscoring the need to retain E10 (10% blend) options at retail fuel stations.

  • Food vs. Fuel Crisis: Pushing blending targets beyond current thresholds risks triggering severe shortages of sugar, water, edible oils, and animal feed, directly impacting food security.

Political Fallout and Allegations of a 'Sugar Scam'

Opposition leaders, including Samajwadi Party chief Akhilesh Yadav, have questioned the aggressive rollout despite technical red flags. Activist Tehseen Poonawalla called for an official CBI probe, alleging that sugar mills were permitted to divert excessive sugarcane to fuel-grade ethanol production at the expense of necessary buffer stocks, creating an artificial market shortage.

Government Clarification and Official Data

Refuting these allegations, the Union Ministry of Consumer Affairs, Food and Public Distribution released official figures. Food Secretary Sanjeev Chopra clarified that ethanol production is not the driver of rising sugar prices, outlining the following key factors:

  • Reduced Sugar Diversion: Sugarcane diversion toward ethanol production dropped from 12% in 2022–23 to roughly 9% this year.

  • Shift to Grain-Based Feedstock: Nearly 75% of the country’s ethanol is now produced from maize and damaged food grains rather than sugarcane.

  • Supply Constraints and Speculation: The price hike is primarily attributable to a drop in total sugarcane yield (from 34.3 million tonnes to 30.6 million tonnes) due to adverse weather, crop damage from 'red rot' disease, heightened festive demand, and hoarding or speculative trading by certain mills and traders.

The government maintains that strict enforcement measures against hoarding are underway, while policy experts continue to advocate for a calibrated balance between national energy goals and essential food security.
