नई दिल्ली / भोपाल। निर्वाचन आयोग (Election Commission) ने मध्य प्रदेश, गुजरात और बिहार की तीन विधानसभा सीटों पर होने वाले उपचुनाव के लिए सोमवार, 6 जुलाई 2026 को आधिकारिक अधिसूचना जारी कर दी है। अधिसूचना जारी होने के साथ ही इन क्षेत्रों में नामांकन दाखिल करने की प्रक्रिया भी शुरू हो गई है।
आयोग के मुताबिक, मध्य प्रदेश की 22-दतिया, गुजरात की 145-मंजलपुर और बिहार की 182-बांकीपुर विधानसभा सीट पर उपचुनाव कराए जा रहे हैं।
उपचुनाव का पूरा कार्यक्रम (Schedule):

मतदाताओं को मिलेगा 'सवैतनिक अवकाश'
निर्वाचन आयोग ने संबंधित राज्यों को कड़े निर्देश दिए हैं कि मतदान के दिन सभी पात्र मतदाताओं को सवैतनिक अवकाश (Paid Leave) दिया जाए।
नियम: जन प्रतिनिधित्व अधिनियम, 1951 की धारा 135B के तहत, किसी भी व्यवसाय, व्यापार, औद्योगिक उपक्रम या प्रतिष्ठान में काम करने वाले कर्मचारी (जो इन क्षेत्रों के मतदाता हैं) को वोटिंग के दिन सवैतनिक अवकाश मिलेगा।
वेतन कटौती पर रोक: मतदान के कारण किसी भी कर्मचारी के वेतन में कटौती नहीं की जाएगी। यह नियम सभी दैनिक वेतनभोगी (Daily Wagers) और आकस्मिक श्रमिकों पर भी समान रूप से लागू होगा। नियमों का उल्लंघन करने वाले नियोक्ताओं पर कानूनी कार्रवाई और जुर्माना लगाया जाएगा।
बाहर काम करने वालों को भी राहत: यदि कोई मतदाता चुनाव वाले क्षेत्र का निवासी है, लेकिन नौकरी के सिलसिले में निर्वाचन क्षेत्र से बाहर किसी कमर्शियल या इंडस्ट्रियल यूनिट में काम करता है, तो उसे भी वोट डालने के लिए पेड लीव दी जाएगी।

48 घंटे पहले से 'ड्राई डे' लागू रहेगा
चुनाव को शांतिपूर्ण ढंग से संपन्न कराने के लिए आयोग ने 'शराबबंदी दिवस' (Dry Day) को लेकर भी स्थिति स्पष्ट कर दी है:
नियम: जन प्रतिनिधित्व अधिनियम, 1951 की धारा 135C के अनुसार, मतदान समाप्त होने के समय से 48 घंटे पहले की अवधि के दौरान संबंधित क्षेत्रों में शराब की बिक्री और वितरण पर पूरी तरह प्रतिबंध रहेगा। यदि किसी बूथ पर पुनर्मतदान (Re-polling) होता है, तो वहां भी यह नियम लागू होगा।
होटल-रेस्तरां पर पाबंदी: इस दौरान चुनावी क्षेत्र के भीतर आने वाले किसी भी होटल, भोजनालय, बार, दुकान या सार्वजनिक/निजी स्थानों पर मादक पदार्थ नहीं बेचे जा सकेंगे।
परिणाम के दिन भी पाबंदी: मतगणना के दिन यानी 3 अगस्त, 2026 को भी पूरे चुनावी क्षेत्रों में 'शराबबंदी दिवस' (Dry Day) घोषित किया गया है।
Bye-Elections Announced for 3 Assembly Seats in MP, Gujarat, and Bihar; Notification Issued, Check Full Schedule
New Delhi / Bhopal. The Election Commission of India (ECI) on Monday, July 6, 2026, issued the official notification for the upcoming assembly bye-elections in Madhya Pradesh, Gujarat, and Bihar. With the issuance of the notification, the process of filing nominations has commenced across all three constituencies.
According to the Commission, the bye-elections will be held for the 22-Datia assembly seat in Madhya Pradesh, the 145-Manjalpur seat in Gujarat, and the 182-Bankipur seat in Bihar.

Mandatory 'Paid Holiday' for Voters on Polling Day
The Election Commission has issued strict directives to the respective state governments to ensure the compliance of statutory provisions regarding a paid holiday on the day of voting.
The Regulation: As per Section 135B of the Representation of the People Act, 1951, every person employed in any business, trade, industrial undertaking, or other establishment who is entitled to vote in the bye-election must be granted a paid holiday on polling day.
No Salary Deduction: There shall be no deduction or abatement of wages on account of this holiday. This provision applies equally to all daily wagers and casual workers. Any employer violating these rules will face penalties and fines.
Exemptions for Outstation Workers: The Commission clarified that voters registered in the polling constituencies, who are currently employed in industrial or commercial establishments located outside their constituency, are also entitled to a paid holiday to cast their vote.
'Dry Days' to be Enforced 48 Hours Before Voting Ends
To ensure a peaceful and fair election process, statutory provisions regarding 'Dry Days' will be strictly enforced:
The Regulation: In accordance with Section 135C of the Representation of the People Act, 1951, no spirituous, fermented, or intoxicating liquors or substances shall be sold, given, or distributed at any hotel, eating house, tavern, shop, or public/private place within the polling area during the 48 hours ending with the hour fixed for the conclusion of the poll. This rule will also apply to dates of re-polling, if any.
Counting Day Restrictions: The respective state governments will declare and notify 'Dry Days' under their local state laws. Furthermore, the day of counting, which is August 3, 2026, will also be observed as a strict 'Dry Day' across the election-bound areas.
