संगठित तस्करी नेटवर्क और अंतरराष्ट्रीय आपराधिक गिरोहों के खिलाफ एक व्यापक अभियान के तहत राजस्व खुफिया निदेशालय (DRI) ने देश भर में गुप्त सूचनाओं के आधार पर कई बड़े ऑपरेशन चलाए। इस दौरान विदेशी मूल का सोना, लाल चंदन, हेरोइन, एमडीएमए (MDMA), एम्फैटेमिन, हाइड्रोपोनिक गांजा, प्रतिबंधित वन्यजीव उत्पाद, ई-सिगरेट, खसखस और सुपारी बड़ी मात्रा में जब्त की गई।

इन कार्यवाहियों के दौरान संगठित तस्करी में लिप्त 5 विदेशी नागरिकों सहित कुल 20 आरोपियों को गिरफ्तार किया गया है। अधिकारियों के अनुसार, इन ऑपरेशनों से तस्करों द्वारा अपनाई जा रही अत्याधुनिक और गुप्त तकनीकों का भी पर्दाफाश हुआ है।

1. सोने की तस्करी पर बड़ी कार्यवाही

• दिल्ली आईजीआई हवाई अड्डा: 29 जुलाई 2026 को दुबई से आए दो विदेशी नागरिकों की संदिग्ध गतिविधियों के आधार पर जांच की गई। उनकी ट्रॉली में विशेष रूप से तैयार गुप्त जगह का पता चला, जिसे स्टील शीट और डबल-साइड टेप से सुरक्षित किया गया था। इस गुप्त जगह से 40 सोने की छड़ें (कुल वजन 4 किलोग्राम) बरामद हुईं। दोनों यात्रियों को गिरफ्तार कर सोना जब्त कर लिया गया।

• भारत-बांग्लादेश सीमा: सीमा सुरक्षा बल (BSF) के साथ चलाए गए संयुक्त अभियानों में तुंगी, हिली सीमा द्वार और हकीमपुर (नित्यानंदकटी) के पास से कुल 3.2 किलोग्राम विदेशी सोना जब्त किया गया। इस संबंध में एक महिला सहित तीन व्यक्तियों को हिरासत में लिया गया।

• अन्य ऑपरेशन: वाराणसी, दिल्ली हवाई अड्डे और तमिलनाडु में तीन अलग-अलग ऑपरेशनों में 2.2 किलोग्राम सोना जब्त कर 4 लोगों को गिरफ्तार किया गया।

• कुल जब्ती: पूरे देश में चलाए गए इन अभियानों में लगभग 14 करोड़ रुपये मूल्य का 9.5 किलोग्राम सोना जब्त किया गया और कुल 9 आरोपियों को गिरफ्तार किया गया।

2. वन्यजीव एवं वन उत्पादों का अवैध व्यापार

• पाकिस्तान से गुग्गुल रेजिन का अवैध आयात: डीआरआई ने सोमालिया मूल के प्राकृतिक रेजिन के रूप में गलत घोषणा करके दुबई के रास्ते लाई जा रही 14 मीट्रिक टन गुग्गुल रेजिन (अनुमानित मूल्य ₹1.4 करोड़) की खेप पकड़ी। कॉमिफोरा राल (गुग्गुल) CITES के परिशिष्ट II में सूचीबद्ध है और IUCN की रेड लिस्ट में अत्यंत संकटग्रस्त श्रेणी में आती है। यह आयात DGFT के उन नियमों का स्पष्ट उल्लंघन था, जो पाकिस्तान से प्रत्यक्ष या अप्रत्यक्ष आयात पर प्रतिबंध लगाते हैं। इस मामले में दो लोगों को गिरफ्तार किया गया है।

• लाल चंदन की तस्करी: चेन्नई के बाहरी इलाके में एक ट्रक को रोककर खाली प्लास्टिक के बक्सों के पीछे छिपाई गई 4.8 मीट्रिक टन (142 कड़ियां) लाल चंदन की लकड़ी बरामद की गई, जिसकी कीमत ₹2.50 करोड़ है। यह संरक्षित प्रजाति CITES परिशिष्ट II और वन्यजीव (संरक्षण) अधिनियम, 1972 के तहत आती है। इस सिलसिले में तीन लोगों को गिरफ्तार किया गया है।

3. मादक पदार्थों (ड्रग्स) के खिलाफ कार्रवाई

• मणिपुर (हेरोइन जब्ती): असम राइफल्स और मणिपुर पुलिस की सहायता से चुराचंदपुर के पास एक वाहन से साबुन के 220 डिब्बों में छिपाई गई 2.7 किलोग्राम हेरोइन बरामद की गई। दो आरोपियों को गिरफ्तार किया गया।

• मुंबई (एमडीएमए एवं एम्फैटेमिन): दिल्ली से मुंबई पहुंचीं दो विदेशी महिला नागरिकों के सामान से 2 किलोग्राम एम्फ़ैटेमिन क्रिस्टल और एमडीएमए (MDMA) टैबलेट्स जब्त की गईं। दोनों को NDPS अधिनियम, 1985 के तहत गिरफ्तार किया गया।

• हाइड्रोपोनिक गांजा (दिल्ली और कालीकट): बैंकॉक से आए दो यात्रियों (एक विदेशी नागरिक सहित) के पास से 25 किलोग्राम उच्च गुणवत्ता वाला हाइड्रोपोनिक गांजा जब्त किया गया।DRINews, SmugglingCrackdown, CustomsIndia

4. इलेक्ट्रॉनिक सिगरेट और अन्य प्रतिबंधित वस्तुएं

• न्हावा शेवा बंदरगाह (ई-सिगरेट): एलईडी लाइट और फिक्स्चर के रूप में गलत तरीके से घोषित की गई एक खेप से विभिन्न ब्रांडों की 9,230 प्रतिबंधित ई-सिगरेट जब्त की गईं। कवर कार्गो सहित जब्त माल की कुल कीमत ₹3.70 करोड़ है। भारत में इलेक्ट्रॉनिक सिगरेट निषेध अधिनियम, 2019 के तहत ई-सिगरेट पूरी तरह प्रतिबंधित है।

• मिजोरम सीमा क्षेत्र (अफीम और सुपारी): भारत-म्यांमार सीमा के पास जोखावथर क्षेत्र के गोदामों पर असम राइफल्स के साथ संयुक्त छापेमारी में 14.5 मीट्रिक टन विदेशी खसखस (अफीम के बीज) और 14 मीट्रिक टन विदेशी सुपारी जब्त की गई, जिसकी कीमत ₹3.6 करोड़ है।

विदेश व्यापार नीति के तहत खसखस के बीजों का आयात "प्रतिबंधित" श्रेणी में आता है। इसके वैध आयात के लिए नामित देशों से कानूनी खेती और नारकोटिक्स आयुक्त, ग्वालियर के पास अनुबंधों का अनिवार्य पंजीकरण आवश्यक है। यह कार्रवाई सीमा शुल्क अधिनियम, 1962 के तहत की गई है।

Major Nationwide Operation by Directorate of Revenue Intelligence (DRI): 9.5 kg Gold, Red Sanders, Narcotics, and Contraband Seized; 20 Arrested Including 5 Foreign Nationals

In a major nationwide crackdown on organized smuggling networks and international criminal syndicates, the Directorate of Revenue Intelligence (DRI) executed multiple intelligence-based operations across the country. The operations resulted in the seizure of foreign-origin gold, Red Sanders, heroin, MDMA, amphetamines, hydroponic weed, restricted wildlife products, e-cigarettes, poppy seeds, and betel nuts.

A total of 20 individuals involved in organized smuggling activities, including 5 foreign nationals, were arrested. According to official reports, these operations successfully uncovered sophisticated and concealed smuggling methodologies used by transnational syndicates.

1. Major Crackdown on Gold Smuggling

• Delhi IGI Airport: On July 29, 2026, DRI officers intercepted two foreign nationals arriving from Dubai based on suspicious activity. Detailed inspection of their trolley bag revealed a custom-designed hidden cavity made of steel sheets and secured with double-sided tape. Officers recovered 40 gold bars of foreign origin (totaling 4 kg). Both passengers were arrested, and the gold was seized.

• India-Bangladesh Border: Joint operations conducted by the DRI and Border Security Force (BSF) near the border fence at Tungi, the Hili border gate, and near Nityanandakati in Hakimpur yielded 3.2 kg of foreign-origin gold. Three individuals, including a woman, were apprehended in connection with these recoveries.

• Other Interceptions: In three separate operations conducted in Varanasi, Delhi Airport, and Tamil Nadu, DRI officers seized 2.2 kg of gold and arrested 4 individuals.

• Total Seizure: The pan-India operations resulted in the seizure of approximately 9.5 kg of gold valued at nearly ₹14 crore, with a total of 9 arrests made.

2. Illegal Trade in Wildlife and Forest Produce

• Illicit Import of Guggul Resin from Pakistan: DRI officers exposed an attempt to import 14 metric tonnes of Guggul Resin (estimated at ₹1.4 crore) originating from Pakistan via Dubai, misdeclared as natural resin of Somalian origin. Commiphora wightii (Guggul resin) is listed in CITES Appendix II and categorized as Critically Endangered on the IUCN Red List. This import directly violated DGFT restrictions prohibiting direct or indirect imports of goods from Pakistan. Two key conspirators were arrested.

• Red Sanders Smuggling: Intercepting a truck on the outskirts of Chennai, DRI officers recovered 4.8 metric tonnes (142 logs) of Red Sanders hidden behind empty plastic crates, valued at ₹2.50 crore. Red Sanders is a protected species under CITES Appendix II and the Wildlife (Protection) Act, 1972. Three persons associated with an organized network were taken into custody.

3. Action Against Narcotics and Psychotropic Substances

• Manipur (Heroin Seizure): Acting on specific intelligence regarding cross-border narcotics trafficking from Myanmar, DRI officers, with assistance from the Assam Rifles and Manipur Police, intercepted a vehicle near Churachandpur and recovered 2.7 kg of heroin concealed inside 220 soap cases. Two individuals were arrested.

• Mumbai (MDMA & Amphetamine): In two separate interceptions in Mumbai, DRI officers stopped two foreign female passengers traveling from Delhi and recovered synthetic drugs hidden in hollowed-out cavities in their luggage. The operations yielded 2 kg of Amphetamine crystals and MDMA tablets. Both passengers were arrested under the NDPS Act, 1985.

• Hydroponic Weed (Delhi & Calicut): Operations at Indira Gandhi International Airport (Delhi) and Calicut International Airport led to the interception of two passengers (including one foreign national) arriving from Bangkok, resulting in the seizure of 25 kg of high-grade hydroponic weed.

4. Electronic Cigarettes and Restricted Contraband

• Nhava Sheva Port (E-Cigarettes): Officers detained an import consignment misdeclared as LED lights and fixtures. Examination revealed 9,230 prohibited electronic cigarettes of various brands and flavors. The banned e-cigarettes along with cover cargo, valued at ₹3.70 crore, were seized under the Prohibition of Electronic Cigarettes Act, 2019.

• Mizoram Border Area (Poppy Seeds & Betel Nuts): In a joint raid with the Assam Rifles near the India-Myanmar border, DRI officers searched four warehouses in the Zokhawthar area, seizing 14.5 metric tonnes of foreign-origin poppy seeds and 14 metric tonnes of betel nuts, valued at ₹3.6 crore.

Legal Context: Under the Foreign Trade Policy, poppy seeds are classified as "Restricted" items, requiring legal cultivation in designated countries and mandatory registration of contracts with the Narcotics Commissioner, Gwalior. The seizure was effected under the Customs Act, 1962.
