भोपाल: मध्य प्रदेश के नगरीय विकास एवं आवास विभाग के कड़े निर्देशों के बावजूद, शाहपुर नगर परिषद (वार्ड क्रमांक 12) में करीब 14 लाख 98 हजार रुपये की लागत से बनाए गए एक स्वागत द्वार (प्रवेश द्वार) को लेकर गंभीर विवाद खड़ा हो गया है। जून 2026 में हुए इसके भूमि पूजन और लोकार्पण के बाद से ही स्थानीय नागरिकों और अधिकारियों ने इसकी स्वीकृति, गुणवत्ता और वित्तीय प्रक्रियाओं पर गंभीर सवाल खड़े कर दिए हैं।

मुख्य अनियमितताएं और नियमों का उल्लंघन:

• 4 महीने का काम महज 20 दिनों में पूरा: जिस निर्माण कार्य को पूरा होने में लगभग 4 महीने का समय लगना था, उसे ठेकेदार ने मात्र 20 दिनों के भीतर आनन-फानन में तैयार कर दिया, जिससे इसके स्ट्रक्चरल सेफ्टी पर गंभीर सवाल उठ रहे हैं।

• पुराने और घटिया पत्थरों का उपयोग: गंभीर आरोप हैं कि इस मुख्य द्वार के निर्माण में नए पत्थरों की जगह पुराने और रिसाइकल किए गए पत्थरों का इस्तेमाल किया गया है। इन पत्थरों की गुणवत्ता जांच (Quality Test) किसी मान्यता प्राप्त प्रयोगशाला से कराई गई है या नहीं, इसका कोई दस्तावेज उपलब्ध नहीं है।

• राज्य सरकार के प्रतिबंधों की अवहेलना: यह निर्माण सीधे तौर पर राज्य सरकार के उन आदेशों का उल्लंघन करता है, जिसके तहत नगरीय निकायों के खर्चों को सुव्यवस्थित करने के लिए सजावटी स्वागत द्वारों के निर्माण पर रोक लगाई गई थी।

GAMAKI MEDIA से बातचीत में वरिष्ठ अधिकारियों और स्थानीय प्रशासन के बड़े बयान:इस पूरे मामले पर नगरीय विकास एवं आवास विभाग (मप्र) के अपर मुख्य सचिव संजय दुबे ने स्पष्ट किया कि पूरे प्रदेश में इस तरह के स्वागत द्वारों के निर्माण पर रोक लगाने के कड़े आदेश पहले ही जारी किए जा चुके हैं, और भविष्य में ऐसे किसी भी ढांचे के लिए कोई स्वीकृति नहीं दी जाएगी।वहीं दूसरी ओर, शाहपुर के प्रभारी मुख्य नगरपालिका अधिकारी (CMO) कारू सिंह ने स्थानीय प्रशासन का रुख साफ करते हुए कहा: "हमने इस कार्य के संबंध में मार्गदर्शन और स्वीकृति के लिए शासन को औपचारिक पत्र लिखा था, लेकिन अभी तक शासन की ओर से हमें किसी भी प्रकार का प्रतिउत्तर (जवाब) प्राप्त नहीं हुआ है। अगर ठेकेदार द्वारा इसके बावजूद कार्य किया गया है, तो इसकी पूरी जिम्मेदारी सिर्फ और सिर्फ ठेकेदार की है। नगर परिषद ने इसके लिए कोई मंजूरी नहीं दी है, और यह काम संबंधित इंजीनियर की बिना किसी अप्रूवल के किया जा रहा है।"

इसके साथ ही, नगर परिषद के इंजीनियर योगेश अनेराव ने भी स्पष्ट किया है कि भले ही ढांचा बनकर तैयार हो गया है, लेकिन उच्च अधिकारियों के औपचारिक निर्देशों के आने तक ठेकेदार के किसी भी प्रकार के भुगतान (Financial Disbursements) पर पूरी तरह से रोक लगा दी गई है।

The sudden execution of the project has put its administrative and financial sanctions under intense scrutiny. Crucial clearances from the Town and Country Planning Department of Madhya Pradesh are reportedly missing, and local officials are distancing themselves from the unauthorized construction.

Statements from Senior Officials and Local Administration to GAMAKI MEDIA :Addressing the matter, Sanjay Dubey, Additional Chief Secretary of the Urban Development and Housing Department, MP, stated that explicit orders banning the construction of these kinds of gates had already been circulated across the state, and no further approvals would be granted for such structures.Separately.
